Your Committee on Finance, to which was referred Bill No. 190, reports as follows:
Bill No. 190, transmitted by Finance Director Deanna S. Sako, via Communication No. 1075 dated
September 14, 2018, amends Ordinance 18-68, as amended, the Operating Budget for the County of
Hawai`i for the fiscal year ending June 30, 2019.
This bill increases revenues in the Federal Grants —Housing Choice Voucher Program account
($53,293); and appropriates the same to the Voucher Rental Subsidies account for a total
appropriation of$18,948,293. Funds would be used for Housing Assistance Payment subsidies.
Neil Gyotoku, Housing Administrator, Office of Housing and Community Development,
explained that this appropriation adds to the existing Housing Choice Voucher program. The
additional six "mainstream vouchers" would help provide non-elderly persons with disabilities
immediate access to permanent housing.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 190, and recommends
its passage on first reading.
