PC -33 October 2, 2018 Bill 189: AMENDS THE STATE LAND USE BOUNDARIES MAPS FOR THE COUNTY OF HAWAII BY CHANGING THE DISTRICT CLASSIFICATION FROM THE AGRICULTURAL DISTRICT TO THE URBAN DISTRICT AT WAIAKEA, SOUTH HILO, HAWAII TAX MAP KEYS: 2-4-001:177,185, AND 186 (Applicant: Hawaii Island Community Development Corporation) (Area: approximately 9.379 acres) The Windward Planning Commission forwards its favorable recommendation for this amendment for the Mohouli Heights Senior Neighborhood Project, which seeks to provide affordable housing and other related senior services in South Hilo. The properties are located 608 feet west of the intersection of Mohouli Street and Komohana Street. Reference: Comm. 1064 Intr. by: Ms. Eoff (B/R) Motion to Approve: Ms. Poindexter moved to pass Bill 189 on first reading. Seconded by Mr. Richards. CHR. EOFF: I see planning staff here. Does anyone have any questions or would you like to hear some background? I see we have a favorable recommendation from the Windward Planning Commission. Okay, Mr. Darrow, would you please come forward? (Note: At this time, Planning Program Manager Jeff Darrow and Planner Shancy Watanabe came forward to address the members of the Committee.) MR. DARROW: Good morning, Madam Chair and Council Members. To my left is Shancy Watanabe, our Planner that worked on this particular application. My name is Jeff Darrow, Planning Program Manager with the Planning Division. Good morning. CHR. EOFF: Good morning. I know you were briefly explaining to me the procedural issue that this takes care of, but could you just briefly explain it to the Council? MR. DARROW: Sure. This is a 201H Project. It's a Senior Affordable Housing Project called the Mohouli Heights Neighborhood Project, and along with that is, I believe, 182 units done over three phases. In 2017, the first portion came before the commission, but it was phase three where there was discussion, I guess, previously. It was understood that the Council had the ability to exempt 201H, even for State Land Boundary amendments for 15 acres and less, and then we were informed by the Land Use Commission that is not the case. Page 2 PC -33 October 2, 2018 So, during that time, this applicant happened to be in the process, so, they prepared a State Land Use boundary amendment for phase three. It was understood at that time that they would come back after they completed that phase and do phase one and two. So, this is a nine plus acre property that has—or properties, there are, two or three? Two properties, right, for this one? Three. That'll cover the remainder of the project and make sure that all of it is within the State Land Use Urban District. CHR. EOFF: Thank you very much. Council members, do you have any questions? MR. DARROW: It's pretty straight forward. CHR. EOFF: Thank you. We know this is a great project and I'm glad that we're doing everything that keeps it by the book so that we don't have future issues to deal with. Okay, thank you. MR. DARROW: Thank you. CHR.
