SUBJECT: ENDORSEMENT FOR NACo SECOND VICE PRESIDENT
The Hawaii State Association on Counties (HSAC) is requesting that each County
Council discuss the endorsement of one of the following candidates for the office of
NACo Second Vice President prior to the election of officers which will beheld at the
NACo Annual Conference July 16-20, 1999:
Doris Karloff: Chairperson and Supervisor for Sanders County, Nebraska.
Ken Mayfield: Commissioner from Dallas County, Texas
Members who attended our HSAC Year-End Conference at the Keauhou Beach last week
were able to meet with Commissioner Mayfield and had an opportunity to discuss his
platform and position on issues.
A recommendation from each council is necessary prior to the next HSAC Executive
Board Meeting which is scheduled for July 9, 1999.

PRESIDENT
Pursuant to Section 1(e) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
