As I have testified on many occasions,there is such a terrible animal overpopulation problem on
this island;we need to pursue every spay/neuter opportunity and method to reduce overpopulation
humanely. I'would have testified in person today, but am in the middle of a cat spay/neuter clinic as
you met. If you have the opportunity please drop by Oct 15 or 16 at the Hilo 2 day free/low cost clinic
at 1177 Kilauea Avenue. There is much to running a clinic and we would love to share with you. Aloha

A figure of$200,000 annually from the County has been mentioned to be available to spay/
neuter groups for the sterilization of 5,000 each year. With the$40.00 per surgery being administered
by the Department of Environmental Management—DEM. At present costs this would cover most cat
clinic cost for just the sterilization portion. Extras such as microchip,flea medicine,vaccines would need
to fund by other means, if each spay/neuter group offers those services as options.
My main concern,would this mean Hawaii Island Humane Society—HIHS would cut back on
their s/n programs. I hope not, as again we need every spay/neuter. The problem needs everyone in
every way;for over 750 monthly are counted and euthanized on our island,think how many more go
uncounted!!! The new spay mobile needs support and even the HIHS coupon system does works for
some in the community.
Money is not the only issue. Many of the nonprofits offering low cost/no cost clinics now are
being done by people in their 60s, 70s&older. Finding young volunteers able to replace them is most
difficult. Young hearts maybe willing, but needs have to take priority;jobs, education, bills, children,
family, etc. Veterinarians,Vet Techs and skilled trappers are in short supply. Facilities allowing clinics
are few. Trapping and transporting Community cats to clinics is also an issue. That is why MASH
spay/neuter organizations like Animal Balance are so needed, bringing in the big teams of veterinarians,
techs and volunteers,to tackle this big problem!
If the DEM administers this program, does this mean an additional paid position? What groups
will qualify for these funds?What are the procedures?Will the current s/n groups will be consulted for
their input,so valuable s/n funds will humanely and efficiently serve the animals in need.
