Planning Chair Karen Eoff and Planning Committee Members,
Regarding Bill 108 it is my observation that the Council and the Planning Department have
a
s enttrying to balance the needs of the community. I am here to thank you for all,of
p year
your hard work and efforts on behalf of keeping the Big Island the beautiful place to live that
it is.
I appreciate all the hours and revisions that has gone into this bill in finding out how to meet
all of these needs. I don't see a way to write a perfect bill because some of the interest are
opposed to each other, but it seems to me you are doing your best to try and balance the
needs of all of the owners.
I would like to express my deep appreciation that you have taken the needs of the condo
owners who are doing vacation rental into account in this edit of Draft 4, realizing that the
condos are a very different category from single family residential neighborhoods.
I would like to encourage that, in the drafting of the rules that go with this bill, the same
balance and fairness is set up for both the owners who don't rent their property and who
are entitled to "quiet enjoyment", and the owners that do rent are entitled to due process to
address any complaints that may arise.
