Aloha Hawai'i County Committee on Planning:
We submit the following written testimony on behalf of ourselves and the Board of the Kona
Isle condominiums for the Committee meeting on October 16, 2018 in Kona.
We reside in Kona Isle, one of the condo complexes along Ali'i Drive in Kailua-Kona that would
be negatively impacted without the proposed amendments to the Bill. The revised language
proposed by Councilmembers Eoff and Kanuha addresses our concerns regarding the ability to
utilize our property as a short-term vacation rental while also addressing the needs of those
living in single-family residential neighborhoods where the need to limit short-term vacation
rentals has become critical.
In particular, we support the addition of the following clause to Section 25-4-_ of Bill 108,
which defines short-term vacation rentals that would be permitted:
"(C) RM district, for multiple family dwellings within a condominium property regime
as defined and governed by chapters 514A or 514B, Hawai'i Revised statutes."
On behalf of ourselves and the Board of Kona Isle condominiums, we extend our deepest
thanks to Mayor Kim, the Leeward Planning Committee, and Councilmembers Eoff and
Kanuha for listening to the concerns of those that would have been negatively impacted by
the previous version of Bill 108.
We urge the Committee on Planning to adopt the proposed amendments to Bill 108 so it can
move forward toward passage.
