From: daniel malone To: Council Testimony Subject: Fw:SHORT TERM VACATION RENTAL(Bill 108) Date: Sunday,October 14,2018 3:55:39 AM Hello, I am writing ab out Bill 108 that is returning to the County Council's Planning Committee on the 16th of October. I am very upset that you have NOT completed an economic impact study for this bill district by ' district! •••••4 —t The lower Puna area as you might recall has suffered a huge economic downturn due to the recen`t1 CD' volcano eruption. This bill inmy opinion is a slap in the face of the residents of Puna as well as the = ' businesses in lower Puna. We do NOT have many hotels (as far as I know one) in lower Puna. Th only way that tourists can legitimately stay for extended periods to enjoy lower Puna is in STVRs. This bill will devastate this industry which employs property managers, house cleaners, etc. During the eruption STVRs were not allowed and we lost a huge number of them—probably 300 to 400. This means fewer people in Pahoa restaurants and stores. It seems to me that the council is attempting to wipe Pahoa off the map! Your decision even makes no sense to the even the statewide Hawaii Visitors Bureau which supports vacation rentals, particularly in East Hawaii. As you know there is simply not enough hotel rooms available in East Hawai'i in general! Daniel E.
