Date I0f16118 From: Sandy Duarte.RB To: Council Testimony Cc: Eoff.Karen;Kanuha.Dru;David,Maile;Baez,Wendy;Wessel,Leinani Subject: Bill 108-Written Testimony for Hearing on October 16th Date: Monday,October 15,2018 9:58:13 PM To Hawaii County Council, 1.Please take additional time to come up with options to Bill 108 to allow unhosted Short Term'Rentals on properties in the State Land Use Agricultural District. Take action through the State Legislature to CHANGE the State Land Use 205-4.5(a)(4) Hawaii Revised Statutes regarding Permissible uses to specifically ALLOW short and long term rentals within the agricultural districts. 2. Consider possible solutions to allowing Short term Rentals on Ag land through Agricultural Tourism until the State Land Use 205-4.5(a)(4) Hawaii Revised Statute can be changed. 3. Do not limit the number of allowed Short term rentals permits from future generations. Home Sharing may be the only thing that makes home ownership possible for young families. They may not have an existing short term rental at the time of this ordinance, don't include verbiage in this Bill that will stop future individual or families from the ability to earn supplemental income.Wages here do not cover the high cost of living. 4.Take additional time to study the impact this Draft 4 of Bill 108 will have to the affected residents and their ability to make a living here in Hawaii. Short term rentals maybe the primary income or necessary supplemental income to make ends meet. Many jobs will be affected: cleaners, landscapers, maintenance/repair workers, local agent/manager-these are local residents that make their living from services needed to operate short term rentals. 5. Demand through State Legislation to keep more of the Transient and GE taxes paid by Hawaii County residents for Short Term Rentals here in Hawaii County. These taxes should be used to the benefit of our community and Hawaii County residents. The State does nothing to support Short Term Rentals and it is unjust that they keep almost all of the taxes collected.
