Re: Resolution Creating Positions
Enclosed is a resolution creating three new Water Safety Officer II positions for the
Hawai`i Fire Department's Ocean Safety division. These new positions are needed to
ensure the safety of beach patrons at Hapuna State Park and are funded through a state
grant. The County has been contracted to provide lifeguards at this state park since 2007
and while there has been a steady increase in the number of visitors to Hapuna State Park
since the County entered this contract,the number of lifeguards provided has not
increased. These additional positions are needed to ensure the ongoing safety of visitors
and lifeguards alike.

A. REQUEST:
Create three (3) Water Safety Officer II positions.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
In 2007, the Ocean.Safety division merged into the Hawaii Fire Department from Parks and Recreation. At
that time, we were under a current contract with the State of Hawaii to provide lifeguard services at Hapuna
Beach, a state park. Since that time, we have been operating with the same amount of personnel with the
exception of three (3) Rescue Water Craft (RWC) operators who were filled when we began our RWC
program in 2015.
We are requesting three (3) new Water Safety Officer(WSO) II positions based on an increase in the
number of beach patrons that are steadily increasing at Hapuna Beach Park. This increase has a direct
correlation to the potential occurrence of incidents requiring additional preventative actions, medical
responses, and ocean rescues.
After review of the Memorandum of Agreement with the State of Hawaii Department of Land and Natural
Resources dated June 27, 2012 in regards to lifeguard services at Hapuna Beach Park, it was determined
that an increase in the amount of Water Safety Officers (WSO) was needed for the safety for our personnel
and the public, to decrease overtime costs, and reduce burnout that may lead to decreased mental alertness
and other health issues.
