Re: Agreement with University of Hawai`i
Enclosed is a resolution to enter an agreement with the University of Hawai`i, Hawai`i
Community College to operate and administer the Adult and Dislocated Workers
Program. This program provides services to train individuals for increased employment
potential and higher job-retention, better wages, and to increase their skills and literacy
levels.

A. REQUEST:
The Department of Labor and Industrial Relations has allocated Workforce Innovation and Opportunity Act
(WIOA) funds to the County of Hawaii for the Adult and Dislocated Workers Program that will provide
services to train individuals to increase employment, retention, earnings, skills and literacy.
The County of Hawaii wishes to enter into an agreement with the State of Hawaii, University of Hawaii,
Hawaii Community College (HCC) to operate the Adult and Dislocated Workers Program.
Requesting a resolution authorizing the Mayor to enter into an intergovernmental agreement with the State of
Hawaii, University of Hawaii, Hawaii Community College to administer the Adult and Dislocated Workers
Program.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
This agreement with HCC has been budgeted for$473,000.00 for the next FY and failure to enter into this
agreement may cause the County to lose Federal WIOA funding and may also jeopardize future federal
funds.
County needs to execute this agreement to start program and expenditure of funds as soon as possible.
Request that this Resolution waive the Finance Committee to be heard at County Council due to the time
sensitivity of this agreement.

RE: Resolution No. 741-18 : RESOLUTION AUTHORIZING THE OFFICE OF THE
MAYOR TO ENTER INTO AN AGREEMENT WITH THE UNIVERSITY OF
HAWAII, HAWAI`I COMMUNITY COLLEGE PURSUANT TO HRS 46-7, FOR A
WORKFORCE INNOVATION AND OPPORTUNITY ACT GRANT
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
