Aloha Honorable Council Member Richards, Council Chair Poindexter, and Honorable
Members of the Hawaii County Council,
I grew up on a farm in Panaewa farm lots. I have experienced farming working with my
father, the work is hard but also rewarding.
The Noninsured Crop Disasters Assistance Program (NAP) was instituted to help
farmers recover from natural disasters. However, a farmer that has a significant
investment in a farm, that farmer may well have a significant loss which makes the
assistance from NAP inadequate.
Congress created NAP especially to help farmers recover in areas where commercial
insurance was not available. There is a provision that allows these caps to be waived
under particularly dire situations.
Today I am asking the County Council to join our State and Federal representatives to
raise this cap to help our local farmers. Your support is important and very much
appreciated.
