SUBJECT: Resolution No. 728-18, Draft 2; A Resolution urging the Hawaii Congressional
Delegation and the United States Department of Agriculture Farm Service
Agency to work collectively to lift the cap on the Noninsured Crop Disaster
Assistance Program due to the catastrophic circumstances faced by the Hawai`i
Island Agriculture Industry.
Attached is Resolution No. 728-18, Draft 2. Resolution 728-18 was amended with the contents
of Communication 1127.1, as duly approved by the Council on October 17, 2018.
The Council voted to suspend Rule 24-1(e) of the Rules of Procedure and Organization of the
Council, which requires the holdover of a substantively amended resolution, and adopted
Resolution No. 728-18, as amended to Draft 2.
The Council also voted to suspend Rule No. 15(2), requiring a five-day holdover for
reconsideration.
Please transmit the attached resolution to all designed parties without delay.
