Re: Operating Budget
The County of Hawai`i has been awarded$280,498 in federally derived funds from the State of
Hawai`i Department of the Attorney General. These funds will be used to support the Office of
the Prosecuting Attorney's Sex Assault Kit Initiative Reviews of Cold Case and Domestic
Violence Incidence project.
Enclosed is a resolution to enter into an agreement to accept these funds. Also enclosed is a bill
', for an ordinance amending the Operating Budget by appropriating this $280,498 grant. The Office
of the Prosecuting Attorney is requesting that this resolution and bill be waived from Finance
Committee and be placed on the November 2, 2018 Council agenda to expedite the receipt of these

A. REQUEST:
We are requesting a Resolution to enter into an agreement to accept $280,498 for the Prosecutor's Office to
utilize for improving the response to sexual assault in Hawaii County. The total amount of state funds
accepted for the "Sex Assualt Kit Initiative (SAKI) Reviews of Cold Case and Domestic Violence (DV)
Incidents Project" from.the Hawaii State Department of Attorney General.
We request to ammend Ordinace 18-49as ammended, the Operating Budget for the County of Hawaii for
the fiscal year ending June 30, 2018.
This would include creating general ledger expenditure and revenue accounts for the funds. These are
federal funds passed through the Hawaii State Attorney General's office.
We are requesting the waving of further reading so as to expedite this process as time is an issue for the
grant funds
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Hawaii County Office of the Prosecuting Attorney is committed to the success of the SAKI initiative and has
fully participated in statewide meetings, trainings and conferences. This county has submitted 189 kits for
testing, however this office does not have the resources to fully review all 189 cases where kits were
submitted for testing.
The overarching goal for the grant activities is to improve sex assault response in Hawaii County.

DEPARTMENT OF THE ATTORNEY GENERAL PURSUANT TO HRS 46-7, FOR A
GRANT TO THE OFFICE OF THE PROSECUTING ATTORNEY
Bill No. 206 : AN ORDINANCE TO AMEND ORDINANCE NO. 18-69, AS
AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR
THE FISCAL YEAR ENDING JUNE 30, 2019.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i,this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter,timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
