Your Committee on Finance, to which was referred Bill No. 201, reports as follows:
Bill No. 201, transmitted by Finance Director Deanna S. Sako, via Communication No. 1125 dated
September 28, 2018, amends Ordinance 18-69, as amended, relating to Public Improvements and
Financing thereof for the Fiscal Year July 1, 2018 to June 31, 2019.
This bill adds the Parks and Recreation Island Wide Tennis Facilities Installation and Improvements—
Private project for $100,000 to the Capital Budget. Funds for this project shall be provided from the
Private Contributions, from the United States Tennis Association.
Council Member Dru Mamo Kanuha asked Roxcie Waltjen, Director of Parks and Recreation, if these
were monies from the United States Tennis Association (USTA) to the County of Hawai`i, of which
Ms. Waltjen confirmed. Mr. Kanuha gave a little history on the monies coming to Hawai`i County from
USTA. USTA wanted to partner with the County of Hawai`i and contribute towards projects and they
were going through the process they came across the Old Airport that was in need of upgrading such as
lights and resurfacing. Among other projects, USTA wanted to contribute to upgrading some of the
tennis facilities, in particular, in West Hawai`i.
Committee Chair Maile David asked Ms. Waltjen if she had any idea of other tennis facilities around the
island they will be using the funds for. Ms. Waltjen stated that they have not yet decided but there are a
few that really need upgrading.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 201, and recommends
its passage on first reading.
