REPORT OF THE
COMMITTEE ON FINANCE
DATE: October 16, 2018 Re: Comm. No. 1126/Bill No. 202
PLACE: Council Chambers
Kailua-Kona, Hawai`i
TIME: 2:25 p.m.
Council Chair and Members
Hawai`i County Council
Hilo, Hawai`i 96720
Your Committee on Finance, to which was referred Bill No. 202, reports as follows:
Bill No. 202, transmitted by Finance Director Deanna S. Sako, via Communication No. 1126 dated
September 28, 2018, amends Ordinance 18-69, as amended, relating to Public Improvements and
Financing thereof for the Fiscal Year July 1, 2018 to June 31, 2019.
This bill adds the Parks and Recreation Kealakehe Regional Park Master Plan— Fair Share
project for $162,000 to the Capital Budget. Funds for this project shall be provided from the Fair
Share Contributions.
Council Member Karen Eoff expressed she is glad to see the project moving forward and noted
that. With these funds, construction can begin because that park is part of the overall sewer
treatment plant upgrade to produce more water. Ms. Eoff stated that the reclaimed water can be
reused for irrigation as the project will be completed in phases. She noted that this is a step in
the right direction.
Council Member Susan L. K. Lee Loy commented that the project had to overcome many
hurdles and is glad to see it finally moving forward.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 202, and recommends
its passage on first reading.
dmm
AYES NOES ABS EX Respectfully submitted,
CHUNG X
DAVID x COMMITTEE ON FINANCE
EOFF X
KANUHA X
LEE LOY X /i..
