Bill 186: AMENDS ORDINANCE NO. 18-68, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30, 2019 Increases revenues in the Federal Grants — Housing Choice Voucher Program account ($170,000); and appropriates the same to the Voucher Rental Subsidies account for a total appropriation of $18,895,000. Funds would be used for the Housing Assistance Payment subsidies. Sharon Hirota, I'm with the Office Housing and Community Development, requesting approval of the ordinance, Bill 186, which increases our operating budget by a $170,000. Early August, the County was informed by the United State Housing and Urban Development (HUD) in partnership with Department of Veterans Affair that it was awarding additional 22 HUD Veterans Affairs Supportive Housing vouchers to our program. So the $170,00 will carry us for the Fiscal Year 2018-2019. CHR. DAVID: Thank you, Ms. Hirota. Council Members, do we have any questions for Ms. Hirota in Hilo? No? Here, none? Alright. Res. 679-18: AUTHORIZES THE ACCEPTANCE OF A DONATION OF TWO BUSES FROM THE MAUI COUNTY DEPARTMENT OF TRANSPORTATION Accepts a 2004 ADI double deck bus and a 2014 Chevrolet bus, which would be used by the Mass Transit Agency to provide island -wide transportation. Reference: Comm. 1055 Intr. by: Ms. David (B/R) Motion to Approve: Ms. Poindexter moved to recommend adoption of Res. 679-18. Seconded by Ms. Eoff. CHR. DAVID: And we have Tiffany Kai here. Would you like to come up and just give us a brief rundown of these two donations we're getting from Maui, and if we have questions? (Note: At this time, Mass Transit Program Manager Tiffany Kai came forward to address the members of the Committee.) MS. KAI: Good afternoon. Tiffany Kai, Program Manager for the County's Mass Transit Agency. Today we're here to ask for acceptance of two donated buses from the County of Maui Department of Transportation. Two buses: one is double deck bus; and the other is a Chevy bus, which is a 25 -passenger bus. Our plans for these two vehicles is to be used on routes to reduce cost of the renting Page 4 FC -43 September 18, 2018 that we're currently doing. So basically, the double deck bus will be placed on the Hilo - South Kohala route, which will alleviate two buses because it's a double deck bus; and then the smaller mini bus will be used on one of our Puna routes. CHR. DAVID: Mr. Kanuha, go ahead. MR. KANUHA: Thank you. Aloha, Tiffany. What's the condition of these buses? I know it says Maui County—did they retire both of them or just the 2004 double decker? Why are they donating it to us? Is it because they know our situation is, you know, kind of—not bad I don't want to say bad, but I don't want they know of our situation and they realize they just want to be—goodness out of their hearts? Why? MS. KAI: I would say both. They are very aware of our situation that Hawaii County is in. Both of the vehicles—well, one of the vehicles is retired; I would say the mini bus. However, the double deck bus for Maui County wasn't very useful. It was very limited on where they could use the double deck bus, so they had offered this bus to us. Actually, couple years ago for a price, but Hawaii County just wasn't ready. But then now, you know, we said, "Okay, free, so we're ready." MR. KANUHA: Well, that's good. So the condition relatively okay, 2004 bus retired but condition good? MS. KAI: Yes, very good condition. We had accepted the buses, actually, last week Monday. Our mechanics are still going through these vehicles to ensure they're in good proper condition before we put them out on the road. MR. KANUHA: Got it. And how much did it cost to ship them from Maui to Big Island? MS. KAI: For both of the buses, the total came out to $11,177. MR. KANUHA: Got it. Okay, just want to mahalo Maui for helping us and contributing to our growing Mass Transit. MS. KAI: Yes. MR. KANUHA: So thank you guys for your work. MS. KAI: Thank you. CHR. DAVID: Thank you, Mr. Kanuha. Council Members, anyone else? Seeing none. Ms. Kai, thank you very much for that presentation. And yes, our mahalo goes out to Maui County, as well.
