Re: Resolution for multi-year lease
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year
for a new multi-year lease agreement for 31 electrocardiogram (EKG) defibrillators and
53 automated external defibrillators (AEDS) for the Hawai`i Fire Department. This
equipment will replace the current units which are past, at, or near their end-of-life cycle
• as recommended by national medical equipment standards. The anticipated lease cost is
approximately $12,072.49 per month for a seventy-two-month term.
The Fire Department is requesting to waive this resolution from the Finance Committee
in order to be placed on the November 20, 2018 Council agenda. If there are any

A. REQUEST:
The Hawai'i Fire Department is requesting a resolution authorizing the payment of funds in a later year and
for more than one fiscal year for a multi-year lease to purchase EKG Defibrillators and AEDs to be deployed
at all Medic and Fire Stations in the Department. The lease would be for a term of six (6) years. The
estimated lease cost is $12,072.49 per month for a seventy two (72) month term.
Payments will commence after delivery.
The Department is requesting a waiver from Finance Committee and have this request heard by the Council.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Hawai'i Fire Department is in serious need of upgrading its lifesaving EKG Defibrillators and AEDs. The
age of the Department's current frontline EKGs (31) range from 5 to 10 years and our AEDs (53 units) are 7
years old. According to national medical equipment standards, 7 years is considered the end of life cycle for
critical sensitive medical equipment.
The Department has been utilizing the Zoll EKG Defibrillator and AED product for the past 25 year.
Consequently, the decision to make a change to the Physio Control EKG Defibrillators and AEDs was not
taken lightly
The Department started its research 2 years ago in anticipation of upgrading our cardiac care system in
which it conducted a head to head field trial with both products. The Department also has done extensive
research into the science and technological capabilities, looked at the frontend and backend support, and
what would financially best fit the Department's EMS Budget. This lease purchase option will allow the

Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and .
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
