WHICH RECLASSIFIED LANDS FROM OPEN (0) TO INDUSTRIAL-
COMMERCIAL MIXED (MCX-20) AND GENERAL INDUSTRIAL (MG-la)
AT HONOKOHAU 1ST AND 2ND,NORTH KONA, HAWAII, COVERED BY
TAX MAY KEY 7-4-008:013 AND 30 (Applicant: West Hawai`i Business Park,
LLC) (Area: 196.63)
Please find attached proposed amendments to Bill No. 200. The proposed amendments to the
contents of Bill No. 200 are illustrated below in Ramseyer format; material to be deleted is
bracketed and stricken, material to be added is underscored.
1. Proposed amendments to SECTION 1 of Bill No. 200, Condition G:
"G. An updated Traffic Impact Analysis Report(TIAR) certified by a licensed engineer
shall be submitted for review and approval to [by] the Planning Director in
consultation with the Department of Public Works and the State Department of
Transportation, if warranted by a significant change in circumstances or [as may be]
if required by the Department of Public Works during the design and review of
construction plans for future road segments. The improvements identified in the
updated TIAR shall be provided in an appropriate design year or phased in with the
needed right-of-way provided. Mitigation measures called for in the revised TIAR
that are reasonably related to [the] project impacts shall be implemented [meeting] in
a manner that meets with the approval of the Planning Director in consultation with
the Department of Public Works and the State Department of Transportation."

2. For illustrative purposes, here is the version of Condition G that would appear in Bill No.
200, Draft 2, if these proposed amendments are adopted:
"G. An updated Traffic Impact Analysis Report(TIAR) certified by a licensed engineer

consultation with the Department of Public Works and the State Department of
Transportation, if warranted by a significant change in circumstances or if required by
the Department of Public Works during the design and review of construction plans
for future road segments. [prior to receipt of Final Subdivision Approval. The TIAR
shall be updated to include the increase in the MCX zoned area and the inclusion of
interior intersections along the South Acc ss Road and Honokohau Street. The
revised TIAR shall also evaluate impacts to the Kamanu Street and Kgalakehc
Parkway intersection.] The improvements identified in the updated TIAR shall be
provided in an appropriate design year or phased in with the needed right-of-way
