Re: Amendment to the Hawai`i County Code
Enclosed is a bill for an ordinance amending Chapter 21, Article 4, of the Hawai`i County Code
1983 (2016 Edition, as amended), relating to sewer service charges. This amendment increases the
rate charged for sewer services in order to better meet the cost of providing these services and to
increase funding necessary for much needed wastewater facility repairs. This is the first rate
increase for these services since 2002.

A. REQUEST:
ORDINANCE AMENDING CHAPTER 21, ARTICLE 4, OF THE HAWAII COUNTY CODE 1983 (2016
EDITION), RELATING TO SEWER SERVICE CHARGES.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Department of Environmental Management seeks to increase sewer service charges to cover the costs of
providing those services.
The Sewer Fund is currently receiving a General Fund subsidy to help cover the cost of operating the
existing Wastewater facilities. The requested increases seek to eliminate the General Fund subsidy, over
time, and to increase funding for much needed facility repairs.
The proposed changes eliminate the charge for recycled water which will be re-established when R-1 water
is available.
The sewer service charges have not been increased since 2002. Because the needed increases are
substantial, the rate increases proposed are being phased in over a three year period.
