WHEREAS, MR. RICHARD M. FRAZIER, a long-time resident
and highly respected member of the Hamakua community, has
retired as Manager of the Honokaa Sugar Company; and
WHEREAS, his retirement on February 29, 1972, climaxes
a distinguished career of more than 40 years of service in the
sugar industry; and
WHEREAS, during the more than 25 years that he was with
Honokaa Sugar Company, MR. FRAZIER untiringly devoted himself to
the formidable task of building the plantation into a productive
and profitable operation which directly and indirectly supported
the bulk of the northern Hamakua population; and
WHEREAS, his sincere concern for the welfare of his fellow
man led to his involvement in many community projects, foremost
of which was the vital role he played in formulating the first
community -initiated development plan of the Hamakua area; and
WHEREAS, MR. FRAZIER's efforts in assisting with the
exchange of prime plantation land for use as sites for public
facilities and parks have dramatically set a precedent which
is being incorporated by other rural plantation communities
on the Big Island; and
WHEREAS, through his demonstrative and influential conduct,
he has encouraged many of his employees to become active leaders
in the community,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII that it joins all Hamakuans in offering its
congratulations and beat wishes to MR. RICHARD M. FRAZIER on
his retirement and in wishing both MR. and MRS. FRAZIER its
fondest aloha for a fruitful and productive life ahead; and
BE IT FURTHER RESOLVED that this Resolution be presented
to MR. RICaAR;) M. FRAZIER on the night cf his parch 4th
testimonial dinner in Honokaa.
