Dear Chairwoman Poindexter and Council Members:
It is my pleasure to nominate Denby Toci of Council District 5 to the Hawai'i County
Police Commission. Ms. Toci currently works as the Program Director of Domestic
Violence, Sex Abuse Treatment, and Family Strengthening Service with Child and
Family Services in Hilo.
She holds a Bachelors degree in Sociology, Administration of Justice, and Philosophy,
and a Masters degree Marriage and Family Therapy.
Ms. Toci volunteers much of her time to community activities that address issues of
domestic violence and has been a long time member of the Family Violence
Interagency Committee. She also provides training on domestic violence prevention to
various groups throughout the county.
Ms. Toci is a lifelong resident of Hawai'i County and is not a member of any political
• party. If confirmed, she will serve a 5-year term ending December 31, 2023.

to the Hawai`i County Police Commission
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Public Safety and Mass Transit to the full Council for immediate
action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that
approval is granted and the matter be placed onto the next Council agenda for review. However,
in the event this request is denied, for whatever reason, I understand the matter shall be referred
to the Committee on Public Safety and Mass Transit for placement on its future agenda.
