of Hawaii"; and
IMMUS, this study has found that the people of Hawaii are currently
discrijr,inated against the services available to them and the costs of ijiter-
state services; and
WHEREAS, this discrimination has reportedly stewxl.ed from, Hawaii?s long
tj-n.ie territorial. status and separation from the U. S. mainland; and
UMPYAS, the State of Hawaii is also working; towards eliminating dis-
criminatory te-lecom.unications policies; and
WHERW. Senator Inouye has taken a position of trying to achieve a
greater r,,,easure, of parity between Hawaii and the States on the U. S. mainl.ar.d;
