The West Hawaii Association of REALTORS (WHAR) supports the
protection of all homeowner rights, including the right to quiet
enjoyment. We look forward to working with the County Council and the
Planning Director on specific rules and policies of Bill 108 which we feel
need clarification and improvement. Balancing the rights of individual
owners with the rights of the community requires thoughtful discourse
between all parties. It is in this spirit of cooperation, and with the
assurances of County Council members that WHAR will be included in the
rules process, that we offer our support for the advancement of Bill 108.
Thank you for allowing the real estate community of West Hawaii to be a
part of this process and thank you for listening to our concerns.
