Subject: Bill 192
County Council members,
I am writing in support of Bill 192, proposing a code change to facilitate the movement of
the Animal Control Contract currently administered by the Hawaii Police Department to the
Department of Environmental Management. The Animal Control Contract is in need of
greater oversight and attention in order to save lives. Many communities on the mainland
have achieved a "no-kill" status. There is no reason this can't be achieved on Hawaii Island.
