To the Honorable Council Members of the County of Hawaii,
I am writing in support of Bill 192,proposing a code change to facilitate the movement
of the Animal Control Contract currently administered by the Hawaii Island Police
Department to the Department of Environmental Management.
The Hawaii Island Police Department has a lot on its plate taking care of the people of
the island and this proposed code change ensures that the Department of Environmental
Management can give greater oversight and attention to the Animal Control Contract in
order to save lives.
Rainbow Friends Animal Sanctuary has been 19 years in operation and has seen many
people and animals in need of assistance. More of this can happen with better oversight
and attention and more people and animals can be given assistance.
Many communities on the mainland have achieved a `no-kill' status. There is no reason
this can't be achieved on Hawaii Island.
