Ms. Jennifer Ruggles, Member STATEMENTS The Chair directed the Committee to proceed to the next order of business, FROM THE Statements from the Public on Agenda Items. PUBLIC ON AGENDA ITEMS: (There were none.) COMMUNI- The Chair directed the Committee to proceed to the next order of business, CATIONS: Communications. Comm. 1095: YEAR-END REPORTS FROM NONPROFIT ORGANIZATIONS AWARDED COUNTY GRANTS FOR THE FISCAL YEAR ENDING JUNE 30, 2018, AND SUMMARY ANALYSIS From Human Services and Social Services Committee Chair Maile David, dated September 17, 2018. Attaches the narrative and year-end expenditure reports received pursuant to Chapter 2, Article 25, Section 2-142 (c) of the Hawaii County Code. Includes a summary analysis of the reporting process and reports received, delineates the account of all expenditures and list reasons for unexpended funds, categorizes the public benefits derived as a result of the awards, and lists expenditures by type. HSSSC-12 July 10, 2017 Motion to File: Ms. Lee Loy moved to close file on Comm. 1095. Seconded by Mr. Richards. CHR. DAVID: Basically I'd like to first of all thank everyone for working hard on this nonprofit grant our annual program. And I'm going to just give a summary of the 2017-2018 applications. So there were 150 applicants for fiscal year 2017-2018, 139 were awarded funds. And out of the 139 two were required to submit year, not required but to submit year end -reports. Because they either cancelled, or they was a non-acceptance of award. So that left us with a 137 awardees that were required, and they all submitted year end reports. That thick piece of material attached to your board, those are the year-end reports, if you'd like to review them. So in these reports, it contains a brief narrative that describes specific measurable outcomes of public benefits that they derive from the use of County fund. They also have a summary of income showing their revenue sources and funds received, and also a summary of grant expenditures showing the expenditures from the use of the County funds. So by the end of the fiscal year, these awardees received grant funds in the amount of $1,453,989.81. So for specific information you guys can refer to the summary that's provided. I'd just like to say thank you, Mayor Kim for budgeting the $1.5 million into this budget, because it's a very important program for our County. And also I'd like to thank specialist Ted Schrey in the Finance Department, and also Lisa Tada who was assigned to assist him with this really complicated and time consuming task. And also thank you Ms. Lee Loy, Mr. Richards, Ms. Eoff, I think we had a good and productive discussions on the Ad -Hoc Committee on what to provide and what to fund. And the services that we decided to fund that benefitted our County as a whole, and the service providers that do provide these much needed services. And most of all we'd like to thank the non-profit organizations. So with that Council Members, I'm going to yield. And open it up to discussions or comments, mahalo. Oh, wait, I really want to thank our staff, our collective staff who actually does all the work in putting this whole thing together, and interviewing the applicants. It's very outstanding what they have done for us. So thank you, I yield. Thank you, Mr. Kanuha reminded me that I'm the Chair and I can't yield. So are there any other comments Council Members? Ms. Lee Loy. MS. LEE LOY: Thank you, Chair. You know, I ditto everything you shared. And I really appreciate that we've actually moved the needle a little bit, especially with this reporting to provide program outcomes and measurables. And that was something new this last time around. So again, thank you to the staff. And then, you know, just as a reminder to all the other non -profits out there, the application process starts all over again. Beginning I think November 1, the application forms. So you know, go ahead. For all those nonprofits out there, go ahead, put Page 2 HSSSC-12 Vote on Comm. 1095: Filed July 10, 2017 your application in. You know, we have a wonderful communication here that shows the need for this entire -island, and we look forward to doing it again next year. I yield. CHR. DAVID: Thank you, Ms. Lee Loy. Mr. Richards go ahead. MR. RICHARDS: Again, quickly I will echo the thanks to the staff, because without the staff doing all the process and paper work we wouldn't get this thing done. Also great experience personally on my behalf, throughly enjoyed the process and really gives you a feeling and a pulse on our County on what's going on out there in different districts. And just one comment, Chair of the Committee, that having the summary of where the funding went in percentages the children, salaries, and all others broken down, excellent. And it's great to see this after we did the site and everything. So again, thank you very much. I yield. CHR. DAVID: Thank you very much. Ms. Eoff go ahead. MS. EOFF: I'd just like to say that I believe having received all the year-end reports, it is a really good thing, that the nonprofits, if they don't turn it in on time I believe they can be disqualified from applying again. So it's really important that they do present this to us. So I'm glad to see that everybody that was supposed to, did send in their year-end report. CHR. DAVID: Yes, we had a 100 percent on that one, Ms. Eoff. MS. EOFF: That's good. CHR. DAVID: Yeah, that's awesome. Anyone else? Mr. Chung, do you have anything to say? No, okay. Given that Council Members all those in favor of filing Comm. 1095, please say "aye."
