HomeMy WebLinkAboutRES 539 Draft 01 1969-1972County of Hawaii—State of Hawaii Resolution No. 519 WHEREAS, the Council of the County of Hawaii is charged with the duty to maintain the welfare and well-being of the people of the County of Hawaii; and WHEREAS, the location of the Tropical Agriculture Research and Training Center on the Island of Hawaii will be a tremendous boost to the University of Hawaii's agricultural extension program on this island --intellectually as well as in the field experimental areas; and WHEREAS, the location of the Tropical Agriculture Research and Training Center on the Island of Hawaii will help implement the University's agricultural program on the Big Island; and WHEREAS, agricultural enterprises constitute the dominant portion of Hawaii County's economy; and WHEREAS, the economic well-being of the people of Hawaii County is directly related to agriculture; and WHEREAS, the shifting of agricultural emphasis from sugar to other diversified crops is changing the agricultural environment in Hawaii County; and WHEREAS, careful and extensive research of such diversified crops is necessary in order to obtain the maximum economic benefit without adversely affecting the island of Hawaii's delicate and natural environment; and WHEREAS, products and resources of Hawaii County include cattle, sugar cane, macadamia nuts, papaya, flowers and foliage, coffee, timber and large amounts of virgin forest lands; and WHEREAS, the Island of Hawaii is likened to a mini - continent, an unparalled natural laboratory offering a vast potential in undeveloped land, contrasting climatic conditions, a variety of geographical and geological features and the opportunity to exploit this multiplicity of conditions for pure or practical research; and WHEREAS, more than half of the world's population reside in the tropical and sub -tropical zones; and WHEREAS, it is there that we find larger numbers of developing countries with basic problems in feeding their people; and WHEREAS, agriculture production technology in the tropical regions lag far behind that of the temperate zones; and WHEREAS., Hawaii has a natural orientation to the South Pacific and Southeast Asia, thus offering excellent parallel conditions; and WHEREAS, the Island of Hawaii, because of its size and diversity, offers the greatest potential for research and field experiments, and is, therefore, physically, the most suitable site for location of the Tropical Agriculture Center; and WHEREAS, the results of the work done at the Center will have more than just an agricultural and economical impact upon a developing country, as it will also have a tremendous sociological and cultural effect upon the people,-. and WHEREAS, because of the Pacific -wide cross-section of culture and people which populate the Island of Hawaii, the Tropical Agriculture Research and Training Center will be able to conduct its work among, and in light of, various cultural tastes, needs, and life-styles which are similar to those of many tropical developing countries; and WHEREAS, in this manner the Center can most successfully tailor and develop programs in an economically stable environment which not only satisfy the economic and physical needs of a country, but also those which are most readily adaptable and acceptable to the tastes, cultures, and life-styles of each particular country; and WHEREAS, because the Island of Hawaii is primarily agricultural and rural in culture, it is sociologically as well as agriculturally the most suitable site for location of the Tropical Agriculture Center; and WHEREAS, the Council of the County of Hawaii desires that the Center for Research and Training in Tropical Agriculture be situated on the Island of Hawaii; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII: 1. That the U. S. Department of Agriculture be requested to situate its Center for Research and Training in Tropical Agriculture, as described in PL 89-808, on the Island of Hawaii; and 2. That the Honorable John A. Burns, Governor of the State of Hawaii; the Honorable Hiram L. Fong and the Honorable Daniel K. Inouye, U. S. Senators from the State of Hawaii; and the Honorable Spark M. Matsunaga and the Honorable Patsy T. Mink, U. S. Representatives from the State of Hawaii, be requested to assist in the location of the Center on the Island of Hawaii; and BE IT FURTHER RESOLVED that the Council of the County of Hawaii pledge its support to locate the Tropical Agriculture Research and Training Center on the Island of Hawaii; and 45 3 <14 RESOLUTION NOO BE IT FURTHER RESOLVED that the Council of the County of Hawaii extend its wholehearted support to the Center, should it be situated on the Island of Hawaii; and BE IT FURTHER RESOLVED that the County Clerk be and is hereby directed to transmit copies of this resolution to the Honorable Richard M. Nixon, President of the United States, to the U. S. Department of Agriculture, to the Honorable John A. Burns, to the Honorable Hiram L. Fong, to the Honorable Daniel K. Inouye, to the Honorable Spark M. Matsunaga, to the Honorable Patsy T. Mink, to the President of the University of Hawaii, and to its Board of Regents.
