Resolution No:
WHEREAS, the Agricultural Industry is one of the major
contributors to the economy of the Island of Hawaii; and
WHEREAS, there is a profound need for local government
the Big Island Agricultural Industry to be informed of the
dynamic changes occurring in the agricultural industry and
be made aware of the dangers of falling behind the rest of
State in the development of agricultural destination areas;
WHEREAS, the Council of the County of Hawaii is deeply
concerned with keeping the Big Island Agricultural Industry
healthy and in step with the balance of the State for the
benefit of the people of the Island of Hawaii; and

to

WHEREAS, the benefits to the people of the Island of
Hawaii include work opportunities for all ages and all ethnic
groups, and tax revenues to aid in the development of the
Big Island; and
WHEREAS, there is a need to study, plan and assist in the
orderly development of the Agricultural Industry on the Big
Island in order to obtain optimal economic benefits without
adversely affecting our unique island life style and environment;
and
WHEREAS, there is a need for professional guidance in
promoting and developing the Island of Hawaii as an agricultural
destination area through the joint efforts of the County of
Hawaii and the Big Island Agricultural Industry,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII that there is hereby created an Advisory
Commission on BIAI to the County Council to be comprised of
fifteen (15) members to be appointed by the County Council.
This Commission shall be governed by Section 13-4, subsections
(a), (c) through (j) of the County Charter, and such Commission
shall advise the Council on matters concerning the Big Island
Agricultural Industry with the welfare of the people of the
County of Hawaii foremost in mind; and
BE IT FURTHER RESOLVED that the fifteen (15 ) members of
the Advisory Commission on BIAI shall be appointed from within
the Big Island Agricultural Industry from throughout the
Island of Hawaii and shall include representatives of sugar
cultivation and processing, cattle and other livestock, coffee,
macadamia nuts, papaya, flowers and nursery products, truck
farming, aquaculture, bees and honey, and other diversified
agricultural products.
BE IT FURTHER RESOLVED that the Advisory Commission on
BIAI shall advise the County Council on such matters as the
present status and future needs of a carefully planned and
controlled agricultural industry on the Island of Hawaii.
