Resolution No. 557
WHEREAS, the County of Hawaii is charged with the duty
to provide for the education and welfare of the people of
the County; and
WHEREAS, the establishment of new communication facilities
will improve existing communication transmissions and receptions
for the people of the entire Big Island and provide a basis for
establishing better educational media for the people of the
County of Hawaii; and
WHEREAS, COMTEC, INC. has requested the permission of the
Department of Land and Natural Resources to locate a headend
tower and microwave facilities on Haleakala, Maui, in order
to provide Hilo with adequate television signals and thereby
provide the people of the County of Hawaii with access to
Honolulu television station programing as well as television
programing emanating from other neighbor islands; and
WHEREAS, the microwave facilities placed on either the
mountains of Mauna Loa or Mauna Kea on the Big Island would
be below the horizon in relation to Honolulu television towers
and would, therefore, be inadequate to provide the County of
Hawaii with a constant and reliable source of signal; and
WHEREAS, the facilities proposed to the Department of
Land and Natural Resources to be installed by COMTEC, INC.,
on Haleakala, Maui, will be in line of sight with Honolulu,
and will, therefore, provide a constant and reliable source
of signal; and
WHEREAS, the proposed facilities to be installed by
COMTEC, INC., have been thoughtfully designed with the
natural beauty of Maui in mind so that the proposed facilities
will not deter from the majesty of Haleakala; and
WHEREAS, the State of Hawaii, through its Department of
Land and Natural Resources, has ultimate control over the
proposed site of the headend tower and microwave facilities on
Haleakala, Maui; and
WHEREAS, the Governor of the State of Hawaii may, with
the prior approval of the Department of Land and Natural
Resources, grant permission to CATV companies to build headend
towers and microwave facilities;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII that the Governor and the Department of Land
and Natural Resources be requested to approve the application
of COMTEC, INC., to build the proposed headend tower and
microwave facilities on Haleakala, Maui.
BE IT FURTHER RESOLVED that the County Clerk forward
copies of this resolution to the Honorable John A. Burns,
Governor of the State of Hawaii, to Mr. Sunao Kido, Chairman,
Board of Land and Natural Resources, to the Honorable Elmer F.
Cravalho, Mayor, County of Maui, to Goro Hokama, Chairman,
Maui County Council, to the Maui Planning Commission, and
to Howard Nakamura, Planning Director, County of Maui.
