WHEREAS, the Agricultural Industry is one of the major
contributors to the economy of the Island of Hawaii; and
WHEREAS, the Council of the County of Hawaii is deeply
concerned with keeping the Big Island Agricultural Industry
healthy and in step with the balance of the State for the
benefit of the people of the Island of Hawaii; and
WHEREAS, there is a profound need for the addition of
calcium and calcium carbonate to the soils of the Big Island
to assure an adequate calcium supply for the nutrition of
plants and to counteract the essentially acidic nature of
Big Island soils; and
WHEREAS, the utilization of dredged coral from the Big
Island is the most economic method of supplying calcium and
calcium carbonate to the Agricultural Industry of the Big
Island; and
WHEREAS, the Big Island has limited coral resources and
the Council of the County of Hawaii recognizes the need to
conserve and effectively utilize its precious natural resources
to assure a healthy agricultural sector in a diversified
economy for the good of all of the people of the County of
Hawaii; and
WHEREAS, the County of Hawaii recognizes that demands are
being made upon the Big Island's coral resources by developers
who desire to use coral for the purpose of building subdivision
roadways; and
WHEREAS, the Big Island provides other resources such as
lava and cinder which may be used in place of coral in the
construction of roadways; and
WHEREAS, the State of Hawaii, through its Department of
Transportation, has control over the disposition of coral
stockpiled at Kawaihae, Hawaii,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII that the State Department of Transportation,
Harbors Division, be requested to preserve the coral stockpiled
at Kawaihae, Hawaii, for agricultural purposes only.
BE IT FURTHER RESOLVED that the County Clerk forward
copies of this resolution to the Honorable John A. Burns,
Governor of the State of Hawaii; to Mr. Fujio Matsuda, Director,
Department of Transportation; to Mr. Melvin Lepine, Chief,
Harbors Division, State Department of Transportation; and to
Mr. Dennis E. Ruthrauff, District Manager, Island of Hawaii.
