WHEREAS, MR. MANUEL VINCENT of the Department of Fater
Supply, County of Hawaii, is the recipient of an Incentive
Award in recognition of outstanding public services rendered
to the County of Hawaii; and
WHEREASs, ASR. MANUEL VINCENT designed , constructed and
installed a lever that tilts and swings for lifting a 36 -inch
manhole cover; and
WHEREAS, the invention and use of such a lever allows one
rnan to do the work previously required of two men to remove
and replace the manhole cover, and.
WHEREAS, the design and use of the lever greatly decreases
the possibility of an industrial accident by allowing the
removal of the manhole covers without great back strain on
employees, and
WHEREAS, MR, VINCENT has also created a tool used for
attaching oblong flanges on pipes in such a manner that the
possibility of an industrial accident, while attaching the
flanges, is greatly decreased; and
WHEREAS, the invention and use of such a tool greatly
decreases the time necessary for installing meters with
oblong flanges which has saved the County of Hawaii significant
salary expense; and
WHER,.EA.S , the Council of the County of Hawaii is very
proud and honored to have such an outstanding and inventive
employee as SIR. 'VINCENT working in the County government and
wishes to express its congratulations and gratitude for his
outstanding services and accomplishments,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII that MR. MANUEL VINCENT be, and is hereby,
commenced and congratulated for being the recipient of an
Incentive Award in recognition of his inventions and ideas
which have been of great value to the County of Hawaii and
is hereby.extended the Council's sincere appreciation and
"Mahalo" in recognition of his outstanding work as a dedicated
public servant of the people of the County of Hawaii.

BE IT FURTHER RESOLVED that a true copy of this resolution
be transmitted by the County Clerk to MR. MANUEL VINCENT As.
evidence of the gratitude of the people of the County of Hawaii
and of the County Council's deep appreciation and respect for
MR. VINCENT's vision and imagination in greatly increasing the
efficiency of services performed by the County of Hawaii.
