RESOLUTION APPROVING, ADOPTING, AND RATIFYING .THE FINAL REPORT OF THE CHIEF
ENGINEER RELATING TO IMPROVEMENT DISTRICT NUMBER TWELVE, KAUILA STREET SEWERS,
PUUEO, HILO, HAWAII, UNDER THE TERMS OF RESOLUTION NO. 556, AND AUTHORIZING
THE CHIEF ENGINEER OF THE DEPARTMENT OF PUBLIC WORKS TO CALL FOR BIDS ON THE
BASIS THEREOF.
WHEREAS, in accordance with the law, the County Council of the County
of Hawaii, by Resolution No. 556, adopted September 27, 1972, created, defined
and established IMPROVEMENT DISTRICT NUMBER TWELVE, KAU ILA STREET SEWERS, Puueo,
South Hilo, Hawaii, and further, defined the kind, extent, and general details
of the proposed improvement and materials to be used, and requested the Mayor
to direct the Chief Engineer of the Department of Public Works of the said
County of Hawaii to prepare an Assessment Map and Assessment Roll of the improve-
ment district showing the area therein to be improved and the exact location of
the improvements, together with final plans, details, and specifications for the
work, all in such form as will readily permit and encourage genuine competition
among contractors insofar as the material specified will permit of such competi-
tion; and
WHEREAS, in compliance with the direction of said Council and of said
Resolution No. 556, adopted September 27, 1972, the Chief Engineer has submitted
his final report, dated October 29 1972, consisting of construction plans, details,
and specifications, and including forms of proposal, contract, and bond, for the
work of installing sewers in said Improvement District Number twelve; and
WHEREAS, the report as aforesaid and the matters therein contained have now
been further and fully considered by this Council:
1. That the said final report of the Chief Engineer relating to said
IMPROVEMENT DISTRICT TWELVE, Puueo, South Hilo, Hawaii, dated October
21 1972, together with detailed plans and specifications, forms of
proposal, contract, and bond for said Improvement District Twelve,
be and the same is hereby approved, adopted, and ratified as presented
and is now on file with the County Clerk, the same being incorporated
herein by reference.
2. That the Chief Engineer of the Department of Public Works, on
behalf of said Council and of said County, and in the manner
prescribed by law, be and he is hereby authorized and directed
to issue a call for tenders upon the aforesaid work to be done
within said Improvement District Twelve on the basis of the Chief
Engineer's Final Report and Proposal, all bids to be submitted and
bidding to be closed by 2:00 p.m. November 22, 1972, being more
than two (2) weeks after the date of the first publication of the
call as aforesaid, including Sunday and Holidays.

SEALED PROPOSALS for furnishing all tools, equipment, materials
and labor necessary for the CONSTRUCTION OF KAUILA STREET SEWERS, Puueo,
South Hilo, Hawaii, will be received by the Chief Engineer at Hilo,
Hawaii, until
there publicly opened and read aloud.

The plans and specifications may be examined by the Contractors at
the Office of the Chief Department of Public Works, Hilo,
Engineer,
Hawaii, and a set of said plans and specifications and_ forms may be
obtained at the office of the Chief Engineer upon deposit of TWENTY-FIVE
DOLLARS ($25.00) per set, in the form of a certified check made payable
to the Department of Public Works, Hilo, Hawaii, which will be refunded
upon the return of Said plans and specifications within a period of
thirty (30) days after the opening date of the proposals. In the event
the plans and specifications are not returned within the thirty (30)
calendar day period, the deposit shall be deemed payment for the purchase
of the plans and specifications and refund will not be made.
Prospective bidders must file with the Chief Engineer their "Intent
to Bid" not later than six (6) days prior to the time advertised for
opening of bids.
The Bidder's attention is directed to Sections 103-41 through 103-48,
Hawaii Revised Statutes and the Rules and Regulations amended December 26,
1969, which provides preference for Hawaii Products. The Hawaii Product
List may be examined at the Office of the Chief Engineer, County of
Hawaii, or at the Comptroller's Office, State Office Building, Honolulu.
The Chief Engineer reserves the right to reject any or all bids and
to waive informalities. No Bidder may withdraw his bid after the hour

set for the opening thereof, or before the award of the contract, unless
said award is delayed for a period exceeding ninety (90) days.

The undersigned hereby proposes to furnish and pay for all materials, labor,
transportation, equipment, labor and other incidental work necessary to properly
construct and to complete in place IIKAUILA STREET SEWERS rt, Job No. S-1870, Puueo,
South Hilo, Hawaii, County and State of Hawaii, together with equipment and all
necessary appurtenances and work incidental thereto in accordance with the true
intent and meaning of the plans, invitation to 3idders, Proposal, Special Provi-
sions, Wage Schedule, General Specifications and Detail Specifications; and General
Requirements and Covenants of the Department of Public Works,, County of Hawaii

It is understood and agreed that the liquidated damages shall be as
set forth in the General Conditions.
It is understood and agreed that the Chief Engineer reserves the
right to accept or reject any bid and waive all defects and informalities
as may be deemed best for the interest of the County of Hawaii.
It is understood and agreed that the award of the contract hereunder
shall be conditioned upon the Chief Engineer having the right to hold all
bids for a period of ninety (90) days from the opening hereunder unless
otherwise required by law, during w1hich time no bid may be withdrawn.
The undersigned hereby agrees that if he is awarded this contract,
he will enter into and execute the same within ten (10) days from the
date of the notice of award and furnish a bond in the amount and character
required within the time specified by the specifications; Section 103-34,
Hawaii Revised Statutes.
The undersigned further agrees that if awarded the contract and if
he FAILS to enter into and execute the contract and furnish the required
bond within the specified time, the County may determine that the bidder
has abandoned the contract and thereupon forfeiture of the security
accompanying his proposal shall operate and the same become property of
the County of Hawaii.

the Director of Labor and. Industrial Relations to be prevailing on public
construction work for the purposes of Chapter loo, Hawaii Revised Statutes.
This schedule includes wage and fringe benefit increases contained in
collective bargain-"Lng agreements which have been approved by the Construction
Industry Stabili= ion Committee. Addenda will be issued as this department
receives notification of other approvals granted by the Stabilization Committee.
Questions on this schedule should be referred to the Research and Statistics
Office at 548-7627. The next regular schedule will be issued on or about
November 15, 1972.

1.
SPECIAL PROVISIONS
LOCATION AND DESCRIPTION OF WORK
The work is located entirely within the City of Hilo, County of Hawaii,
and is designated as "KAUILA STREET SEWERS", and consists essentially
of the following work:
Kauila Street Sewer: Construction of a gravity sewer line along Kauila
Street from Sta. 0+00 (Puueo Street) to Sta. 6+40.
2. PERMITS
The cost of obtaining permits and all other similar incidental costs
shall be borne by the Contractor.
3. EXPLOSIVES
The Contractor shall transport explosives to the site of the work
and store, distribute and handle same in accordance with the safety
provisions of the Manual of Accident Prevention in Construction
published by the: Associated General Contractors of America.
When the use of explosives is necessary for the prosecution of the
work, the Contrpctor shall use the utmost care not to endanger life
or property.
No blasting operations will be permitted on Saturdays, Sundays, legal,
National or State holidays. Blasting on the permitted days shall be

restricted to the following hours: 11 a. m. to mid-day and 3 p. m, to
4 p. mo, and shell be limited to heaving or loosening and not for the
purpose of shattering. No charge shall exceed 1/2 lb. of commercial
gelamite per hole, and in no instance shall the number of shots
exceed 10 in any one permitted period or.be closer in frequency than
5 seconds apart.
The Contractor shall keep a daily record of all explosives used, the
number of shots, time and the location thereof on a set of the co-.-i-
struc t ion plans, and shall keep the Engineer fully informed on a
day-to-day basis of any and all complaints received in respect to
the said blasting operations. The Engineer reserves the right in
consultation with the Contractor, to modify or expand in any way he
considers desirable the foregoing provisions in regard to blasting
operations.
The storage and use of explosives shall be in accordance with the
provisions of Chapter 376, Hawaii Revised Statutes, and statutes
amendatory thereto, and these shall rule in the event of conflict
with the above provisions.
4. SAFETY REGULATIONS
All machinery, equipment, etc., and other hazards shall be properly
guarded in accordance with the safety regulations of the State of
Hawaii and provisions of the Manual of Accident Prevention in Con-
struction published by the Associated General Contractors of America
insofar as they are applicable.

5. PROGRESS SCHEDULE

Immediately after execution and delivery of the contract, and before
the first partial payment is made, the Contractor shall deliver to
the Engineer six (6) copies of a construction progress schedule in
a form satisfactory to the Engineer showing the approximate proposed
dates of commencement and completion of each of the various sub-
divisions of the work.
PUBLIC CONVENIENCE AND SAFETY
The Contractor shall so arrange his work as to cause a minimum of
inconvenience to traffic on the highway and roads, as well as into
private property. In any case, the road) or highway shall be kept
open to permit at least one-way traffic. The Contractor shall
provide proper bridges where necessary, so that at least one traffic
lane shall be accessible at all times. Bridges shall also be pro-
vided where construction work interferes with access to and from
private property. Bridges shall also be provided_to allow access to
private driveways when trenches cross said driveways. The cost of
such bridges shall be distributed to such bid items of the proposal
as the Contractor may prefer.
Traffic bridges shall be constructed so that their decks are flush
with the pavement, in accordance with standard practice, and shall
be maintained free from projecting nails, splinters or rough edges.
UNDERGROUND UTILITIES
The Contractor must understand that the location of all underground
utility pipes and conduits shown on the plans are approximate only,
and it will be assumed that the Co_ztracter has made a personal inves-
tigation and inspection of the records of the utilities concerned,
supplemented by actual digging in the field if necessary, to determine
the actual location of such utilities with their branch and service
lines, Vaether indicated on the plans or not, before submitting his
bid.. The Contractor will be held responsible for the support, pro-
tection, relocation or reconstruction, when damaged, of any utility
pipes or conduits, including street light cables and their appur-
tenances, and no claim against the County will be allowed for damages
or extra work caused or occasioned by his relying solely on the

information on the drawings for these utilities. All damage, however
slight, shall be reported immediately to the Engineer and the appro-
priate Agency and no repair or reconstruction of any utility pipe,
conduit or installation shall be commenced or continued without the
respective authorization.
CONTRACTOR'S RESPONSIBILITY FOR MATERIAL
(a) Responsibility for material furnish the Contractor: The
Contractor shall be responsible for all material furnished by
him. All such material which is defective in manufacture or
has been damaged in transit or has been damaged after delivery,
shall be replaced by the Contractor at his expense.
(b) Responsibiliy for safe storage: The Contractor shall be
responsible for the safe storage of all material furnished to
or by him and accepted by him until it has been incorporated
in the completed project.

9. SANITARY PROV*,=SIONS
The Contractor shall provide and maintain in a neat, sanitary
condition, properly secluded, such accommodations required by
his employees as may be deemed necessary. The facilities shall
comply with the requirements and regulations of the State Depart-
ment of Health.
10. FIELD OFFICE
The Contractor shall maintain a field office at or within easy
reach of the job -site as directed by the Engineer. Approximate
size shall be 101 x 101 and shall be for the exclusive use of
the Contractor' -0 C)
Project Engineer, the Engineer, and the County
Inspectors. The office shall be furnished with a telephone, wall
table for inspection of plans, and two Chairs. The Engineer
shall have free use of the telephone for local calls during normal
working hours.
11. AGENCIES HAVING JURISDICTION
All of the work provided for herein shall be subject to inspection
and approval, to the extent of their interest, by the Hilo Electric
Light Co., Ltd., the Hilo Gas Coo - Division of the Honolulu Gas
Co., Ltd., the Hawaiian Telephone Company, the U. So Public Health
Service, State Department of Transportation, the County of Hawaii,
and the State Health Department. Where trenching crosses the
utilities of th,� afore-ment-ionred agencies, the Contractor shall
coordinate his work with the affected agencies.
12. GAS AND OIL AND OTHER LINES
The Contractor shall make all necessary inquiries in order to
establish the location and ownership of all gas, oil, fuel, water
and other lines which might parallel or .traverse the site of the
work, irrespective of any such information as is shown on the plans.
Before any work is commenced under this contract, the Contractor
shall first exhibit a copy of the plans and the applicable portions
of the contract documents to the owners of the various utilities
involved, and make all necessary arrangements whereby an authorized
representative of each of the said owners shall be present at all
times during the work of excavation, pipe laying and backfill in the
immediate vicinity of such utilities involved.
13. CONTRACT
The complete contract documents shall consist of the CONTRACTOR'S
PROPOSAL; the CONTRACT; the complete SPECIFICATIONS: the SPECIAL
PROVISIONS; the GENERAL PROVISINS; the PLANS; and the BONDS;
including all modification and supplementation thereof incorporated
in the contract documents before their execution.
14. PAYMENT
At the end of each calendar month, the Contractor shall prepare
and submit to the Engineer for review and approval an estimate of
the quantities of material placed in the work during the completed

month, together with the corresponding monetary value of the
stated quantities. The Engineer shall make due payment of the

progress estimated, to the extent of his approval, within a period
of 15 days from the date of receipt tt,.ereof, and shall pay the
Contractor ninety per cent (90%) of the value of the estimate,
less previous payments. When all of the work provided in the
contract has been performed and completed in accordance with the
Plans and Specifications and to the satisfaction of the Engineer,

the Engineer shall forthwith issue a Certificate of Completion
setting forth the date of completion, the amount of work done and
the value thereof, and shall forward a copy of said Certificate to
the Contractor, who shall forthwith submit his written agreement,
or otherwise thereto. Within ten (10) days from the receipt of
said written agreement, the Owner shall pay the Contractor the
total value of the work performed as stated in the said Certificate
of Completion, less previous payments.
15. FINAL INSPECTION AND ACCEPTANCE
Upon the expiration of one (1) year from the date of completion
of the work as stated in the Engineer's Certificate of Completion,
the County shall notify the Contractor of its intention to make
pre -final inspection of the work performed under this contract as
stated in said Certificate, and which said inspection shall be
attended by the Contractor or his authorized representative. The
County shall thereupon furnish the Contractor with a written
notification of all work or material which may have proved
defective as a result of normal usage for which the work or material
was intended, and the Contractor shall Thereupon take im-nediate steps
to reinstate the defective work or material, and remove the cause
thereof, in accordance with the Plans and Specifications, to the
approval of the Engineer, and without ccst to the County. In the
case of dispute as to what constitutes "defective" work or material,
the County shall make due allowance for normal wear and tear
having regard to the generally accepted measure of the effective life
of such item of work or material, and in all other respects the
decisioncf the County shall be final and binding upon the Contractor.
Upon completion of tha required work, the County shall make a final
inspection thereof for the purpose of verification in company with
theContractoror his authorized representative. At this inspection
the County shall waive the right to introduce any other factor,
complaint or request other than those covered by the pre -final
inspection and the subsequent written notification of defective
work or material. Subject to the satisfactory completion of the
required work and to the prior receipt by the Engineer of satisfactory
evidence of approval of the work under this contract by all Agencies
having jurisdiction over the work as set forth herein, the County
shall forthwith, and with the written consent of the Surety or
Sureties on the Contractor's Labor and Material Bond, make a formal
written Final Acceptance of the work under this contract, and shall
finally release the Contractor and the Surety or Sureties from all
obligation thereunder. The Final Acceptance and release by the
County, upon formal written acknowledgment thereof by the Contractor,
or, if it should remain without formal acknowledgment in writing for
a period exceeding ten (10) days from the date thereof, shall
constitute an absolute and complete release of the County from any
claim by the Contractor, and vice versa, whatever the validity of
such claim.
16. WORK COMENCENMENT1
The Contractor shall commence work within ten (10 days after
receipt of a written notice to proceed from the Engineer.

WAGE DETERMINATION (Federa 1 & WAGE RATE SCHEDULE (State of Hawaii)
Where a conflict occurs in the Wage Determination and Amendment
thereto and the Wage Rate Schedule and Amendment thereto regarding
the rates of wages to be paid for the various categories of work,
it shall be mandatory for the Contractor to pay the higher rate of
wage in each and every case of conflict. Copies of both the Wage
Determination and the Wage Rate Schedule and the respective Amend-
ments thereto shall be posted by the Contractor in a prominent and
easily accessible place at the job site, and a copy of such Determi-
nation and Schedule and the respective Amendments thereto required
to be posted, shall be given to each laborer and mechanic employed
under the contract by the Contractor at the time he is employed
(Act 93 S. L. 1959) . The Contractor shall comply with all provi-
sions of the "LABOR STANDARDS", ETC. (4 pages) ; the "Contract
Work Hours Standard Act" of 1962, and any other pertinent require-
ments and legislation, whether or not the same are incorporated
in the contract documents.
DRAWINGS TO BE FURNISHED BY CONTRACTOR
A. The Contractor shall make and supply such working or shop
drawings a.c may be necessary or -as may be required by the
Engineer to adequately control the work called for by the
approved plans or any additional plans which the Engineer
may issue in supplementing the approved plans. Such
drawings shall be finished plans, neat, legible and drawn to
scale.
B. Within 30 days after being given the notice to proceed and
before using any working or shop drawings, or commencing any
work or delivering any equipment or material covered by such
drawings, the Contractor shall submit six prints thereof
for the approval of the Engineer. The Engineer shall approve
or disapprove the same or require corrections or additions to
be made thereon. If additions or corrections are required,
the Engineer shall return one of the six prints submitted and
the Contractor shall make the corrections or additions sho-.qn
thereon to be made. He shall re -submit six prints showing the
drawing corrected as required. Each drawing shall be corrected
as required until the approval of the Engineer is obtained.
If his drawings are disapproved by the Engineer, the Contractor
shall submit new drawings until the approval of the Engineer is
obtained.
C. As soon as approval has been given to any working or shop
drawing or shop bill, the Contractor shall within five days
send to the Engineer six prints. After approval no change
will be permitted unless approved in writing by the Engineer.
In case of assembled electrical and :mechanical units,
catalogue cuts or similar reproductions may be substituted.
for working or shop drawings provided that, in the opinion
of the Engineer, they show sufficient information. If such
substitution is permitted, nine copies of such catalogue
cuts or similar reproductions shall be furnished to the Engineer.
D. It is expressly understood, however, that approval by the
Engineer of the Contractor's working or shop drawings does
not relieve the Contractor of his full responsibility for
accuracy of dimensions and details, for agreement and con-
formity of such drawings with the approved plans and specifi-
cations,

cations, for performance and completion of the work in

accordance with the plans and specifications and other contract
documents nor will such approval be the basis for any increase
or change in payment for any item or items of work. Full
compensation for furnishing all working and shop drawings shall

be considered as included in the prices paid for the various
contract items of work and no additional allowance will be made
therefor.
19. COORDINATION OF PLANS, SPECIFICATIONS AND SPECIAL PROVISIONS
These specifications, the plans, special provisions and all supple-
mentary documents are essential parts of the contract, and a
requirement occurring in one is as binding as though occurring in
all. They are intended to be cooperative, to describe and provide
for a complete work. Notwithstanding any provision in the contract
documents to the contrary, the plans shall govern over Specifications;
Special Provisions shall govern over both Specifications and Plans.
In the event of any discrepancy between any drawing and the figures
thereon, the figures shall govern.
20. DECISION OF ENGINEER
Any question or dispute which may arise concerning the provisions of
the contract or relating in any manner to any work being performed
or to be performed under any of the provisions of this contract or
payment therefor, or which may arise between the parties touching,
concerning or in any -manner arising out of this contract shall be
referred to and decided by the Engineer. The Engineer's decision
shall be conclusive, final and binding upon all parties and shall
be a condition precedent to the Contr6l'.-Aor's right to claim and
the County's liability to pay any money or other compensation in
connection with any such question or dispute.
21. AS -BUILT DRAWINGS
The.Contractor shall maintain a separate set of plans for the
special purpose of showing thereon in clear, legible and
dimensioned markings all changes, substitutions, deletions, and
additions that have occurred changes, the prosecution of the work
from Whatever cause or authorization. The Contractor shall
produce this set of plans for inspection upon request of the
Engineer, and deposit same with the Engineer immediately after
final completion of the work under this contract.
22. PRODUCTS MADE IN STATE OF HAWAII
The Contractor shall give preference to -products manufactured or
assembled in the State of Hawaii, provided that at all times such
preference shall not
a. result in an increase in the cost of the work to be performed
under this contract;
b. conflict with the intent of the contract documents in regard to
quality of products; the installation thereof, and the provisions
of the "or equal" clauses incorporated therein.
SPECAL PROVISIONS
2 3 . STAKEOUT
Construction stakeout shall be the responsibility of the Contractor.
No separate payment will be made for this item but shall be incidental
to and included in the various items of the proposal.
24. DUST CONTROL
25.
The Contractor's attention is called to the strict enforcement of
dust control for the duration of this project. The Contractor
shall maintain the control of dust caused by his work to the complete
satisfaction of the Engineer.
TEMPORARY PAVING OF TRENCHES
Where existing pavements are disturbed by the Contractor under this
project, temporary asphaltic concrete paving shall be provided and
placed over the compacted trench backfill to provide a smooth
riding surface. The Contractor shall replace the temporary paving
with base course and asphaltic concrete to match the existing pa-�v-ement
when directed by and to the complete satisfaction of the Enginee --.
No separate payment will be made for temporary paving Vnich steal'
be incidental to and included in "Restoring Pavements and Other
Improvements".

26 o GENERAL REQUIREMENTS AND COVENANTS
The General Requirements and Covenants of the Department of Public
Works, County of Hawaii (July, 1972) shall be read by the contractor,
as they form a part of the agreement to be entered into between the
Contractor and the State of Hawaii. The GENERAL REQUIREMENTS AND
COVENANTS are not physically included in these specifications, but
are included by reference. Copies are available at the County Clerk's
office.
27. NOTICE CONCERNING ECONOMIC STABILIZATION ACT OF 1970 AS AMENDED
The bidder is reminded that mandatory provision of federal measures
promulgated under authorit of the Economic Stabilization Act of 1970
(P.L. 91-379 84 Stat. 799) includin•? Executive Orders of the President

amendments thereto, and rules and regulations issued thereunder may
be applicable to invitations to bid, bid proposals and contracts,,
In addition, all bid proposals, submitted shall, to the best of the
bidder's k-nowledge and belief, be in accordance ;with applicable man-
datory provisicns of measures promulgated by authority of the Economic
Stabilization A^t of 1970, and w1here any provision of the contract
specifications is inconsistent, such mandatory provisions shall control.
SPECIAL PROVISIONS -$-
SEWER SYSTEM
SECTION 1: TRENCH EXCAVATION
1.1 DESCRIPTION. Work includes sheeting, shoring, unwatering,
excavating, extra excavation, backfilling, hauling and
disposing of materials, labor, materials, tools, equipment
and all work necessary to complete the excavation for sewer
lines, including manholes and appurtenances.
1.2 MATERIALS. All excavation materials shall be unclassified
regardless of their composition, whether earth, solid rock,
boulders, coral, asphalt pavement, concrete, rubbish or other
material.
1.3 DETAILS
A. General
1. Work within County of Hawaii streets and highways
shall be in accordance wi--h County standards and
regulation.
2. Work within Federal -Aid Highways shall be in
accordance with:
a. Chapter 111, Revised Laws of Hawaii, 1955, as
amended, relating to the Federal -Aid Highways
b. State Transportation Department's "Specification
for Installation of Pipelines and Other Under-
ground Installations on Federal -Aid Highways",
and all subsequent amendments thereto.
3. Work on State Highways shall conform to the State's
Standard Specifications.
B. Excavation
1. Width and depth of trenches shall be as shown on the
drawings. Where pipes are to be encased in a concrete
jacket, the width and depth of the trench shall be
increased as required by the jacket details. The
Contractor may at his own expense excavate a wider
trench, but not greater than the outside diameter
of the pipe plus four feet
2. No "jumps or spaces" will be permitted unless approved.
3. No trench shall be opened more than 300 feet in advance
of installed pipe without approval of the Engineer.
C. Overexcavation. Any part of the trench excavated below
grade by the Contractor shall be backfilled with crushed
rock as specified in Section 3.2 at no cost to the Owner.

D. Excavated Material
to Storing of excavated material alongside the trench
shall be kept to a minimum and in such a manner as
not to obstruct traffic or storm water runoff
2. The placing of large unbalanced concentrated loads,
such as large stockpiles of excavated materials
adjacent to the trench excavation shall be prohibited.
Construction shall be scheduled in small increments
and trenches should be backfilled as soon as possible.
3. Whenever proper storage of excavated material cannot
be made alongside the trench, the material shall be
hauled away from the site and stored at suitable
locations at the Contractor's expense.
4. All surplus material not disposed of within the
project shall become the property of the Contractor
and shall be removed from the site of work at his
expense.
E. Sheeti
1. Wherever necessary, the Contractor shall properly
sheet and brace all open trench to render it secure
and shall remove all such sheeting and bracing before
c3mpleting the backfill. Excavation and sheeting
shall be done simultaneously. The placing of pre-
fabricated panels after portions of the excavation
have been completed will not be permitted.
2. Wherever sheeting is necessary, the width of the
trench shall be widened beyond the widths stipulated
to allow adequate clearance for the proper instal-
lation and inspection of pipes
It is understood and agreed that the quantity of
excavation required to install sheeting will not
be retarded as additional excavation to be paid
for under the unit price bid _ for_Ex_cavation and
that all costs incurred for performing this
excavation and installing sheeting shall be
included in the unit price bid for Excavation.
F. 'Extra Excavation
1. If mud, or other undesirable material which does not
afford a sufficiently solid foundation is encountered
at the subgrade of the trench, the trench shall be
excavated to such depth and width, as directed by the
Engineer and refilled with crushed rock.
G. Unwaterina. The Contractor shall provide proper facilities
for discharging all pumped water. No water shall be dis-
charged into street gutters without approval of the
Engineer. The Contractor shall make his own arranbements
for the disposal of water on, over or through private
Property.

TRENCH EXCAVATION

1.4 MEASUREMENT
A. The number of cubic yards of material to be paid for shall
be based on the trench width specified for the size of
pipe installed and the actual depth of trench required to
secure the proper grade for the pipe.
B. Depths of trenches for measurement of excavation quantities
will be measured from the natural ground.
C. The number of cubic yards of material to be paid for extra
excavation shall be based on the trench width specified
for the size of pipe installed and the depth and extent
ordered by the Engineer.
D. Excavation for sheeting, belling out, pumping, backfill,
blocking, disposing of excavated material, etc., shall
be considered as incidental to Trench Excavation and
shall not be measured or paid for directly.
1.5 PAYMENT
A. Payment for Trench Excavation as measured above will be
made at the unit price bid per cubic yard and shall be
full compensation for completing the excavation to the
required depth and backfilling the trench.
B. Payment for Extra Excavation including backfill with
crushed rock will be made at the unit price bid per
cubic yard for .Extra Trench Excavation, -which shall be
full compensation for the work completed.

SECTION 2: TRENCH BACKFILL
2.1 DESCRIPTION., Work includes placing and consolidating backfill
material in pipe trenches.
2.2 MATERIALS
A. Up to 12 inches after proper compaction) above the pipe
shall be:
1. Finely graded coral which will pass through a one -
inch square mesh screen and is free of all deleterious
substances, or
2. Earth or sandy materials Uhich do not contain adobe,
or fragments of rock, coral, lumps of earth, etc.,
larger than 1 inch in diameter, and is free of all
deleterious substances.
B. From 12 inches above the pipe to 12 inches below the
surface of therind shall not contain:
to More than 50 percent rock.
2. Rock larger than 8 inches in its longest dimension.
3. Deleterious matter.
4. Adobe or other material o a similar nature unless
otherwise permitted by the Engineer. When removal
from the project of unsuitable materials creates
shortage of backfill material, the Contractor shall
furnish suitable material, satisfactory to the
Engineer.
C. For the tom 12 inches shall be:

Graded rock not larger than 3 inches.

The top 6 inches shall be filled with topsoil.
2.3 DETAILS
A. General
1. After the pipe has been laid, tested and approved
by the Engineer, the Contractor shall promptly
backfill the trench.

2. Where sheeting is used and pulled out, all cavities
shall be solidly filled and tamped.
3. The Contractor shall make his own arrangements for
water required for use in backfilling.
4. The Contractor shall uncover the pipe at his own
expense to ascertain that it was not displaced or
damaged by such causes as a heavy object falling
into the trench trench cave-ins, or trench flooding.

The Contractor shall replace the displaced or damaged
pipe at his own expense.
B. Placing
is" Up to 12 inches.
Material shall be placed in the trench by hand
shoveling.
b. The material shall be compacted to a relative
ca,-npaction of not less than 95 percent.
2. From 12 inches above the pipe to 12 inches below the
surface of the ground.
a. Material shall be placed in not greater than
6 -inch layers in pavement and shoulder areas
and co.npacted to a relative compaction of not
less than 90 percent.
b. Material shall be plated in not greater than
12 -inch layers in areas outside of the roadway
and compacted to a relative compaction of not
less than 85 percent.
3. For the top 12 inches
a. In existing streets and private driveways.
(1) The material shall be thoroughly compacted
to a relative compaction of not less than
95 percent.
(2) Before any pavement is laid, the street
shall be opened to traffic approximately
7 days, with the trench area kept in a
smooth riding condition.
b. In lawn areas:

TRENCH BACKFILL
(1) Fill material shall be thoroughly tamped.
(2) Surface shall be carefully raked and smoothed.
(3) Grass, plants and shrubs shall be replanted
where necessary and watered for 7 days.

C. Compaction of Backfill. In general the Contractor may
use any suitable means to properly compact and consolidate
the backfill to achieve the specified relative compaction.
In all cases each layer of backfill material shall be
satisfactorily compacted before the next layer is placed
thereon. Maxim -am density at optimum moisture content

SECTION 3: CRADLE AND BEDDING MATERIALS
3.1 DESCRIPTION,, Pipe cradle and structural bedding shall consist
of furnishing, placing and compacting crushed rock materials
on 'a prepared subgrade .
This material is intended for, but not restricted to a
cradle and bedding course for pipe, jackets, and structures
and is to be placed as shown on the plans or as requested by
the Engineer.
3.2 MATERIALS. The crushed rock for the cradle shall range in
size from 3/8 to 2 inches with 20 to 55 percent passing 1 -inch
square openings. The aggregates shall be sound and durable.
Coral, as or sand acceptable by the Engineer may be used in
lieu of crushed rock.
3.3 DETAILS. The material shall be placed and spread in uniform
layers not to exceed 8 inches. Each layer shall be compacted
with a vibratory compactor to a relative compaction of not
less than 95 percent.
3.4 MEASUREMENT AND PAYMENT. Cradle material shall not be measured
nor paid for directly, but shall be considered incidental and
included in the price bid for pipes and structures.

SECTION 4: VITRIFIED CLAY SEWER PIPE AND APPURTENANCES
4.1 DESCRIPTION, Vitrified clay sewer pipe and appurtenances
shall be installed in accordance with these Specifications
to the lines and grades shown on the Plans or as ordered by
the Engineer.
4.2 MATERIALS
A. Vitrified Clay Pipe and Fittings
la Classes and uality: Vitrified clay pipe and fittings
shall be Extra Strength, first quality, durable, sound
well -burned clay throughout its entire thickness, and
shall give a clear metallic ring when struck with a
hammer. Pipe may be either glazed or unglazed.
2. : Pipe ends shall be square with the longitudinal
axis, and sockets shall be true, circular, and con-
centric with thQ bore of the pipe. The pipe shall be
bell and spigot pipe unless other specified. The ends
of the pipe shall be so formed that, when the pipes
are laid together and the joints made, they shall con-
stitute a continuous and uniform line of pipe, and
shall have a smooth and regular interior surface.
3. Identification Marks: All pipes and fittings shall
be clearly marked with the name of the manufacturer,
or with his trademark. The manufacturer shall stamp
or paint clearly on each pipe cr fitting a mark
indicating the class of pipe.
4. Length, Dimensions, Permissible Variations: Length,
dimensions, permissible variations of vitrified clay
pipes and fittings shall conform to standards of the
Western Region of the National Clay Pipe Institute.
5. Imperfections : The following imperfections in a pipe
or fitting will be considered injurious and cause for
rejection:
a. A single crack in the barrel of the pipe extending
through the entire thickness, regardless of the
length of such crack. A single crack which extends
through one-fifth of the barrel thickness and is
over three (3) inches long. Any surface fire
crack which is more than 1/32 inch wide at its
widest point.
b. Lumps, blisters, pits or flakes on the interior
surface of a pipe or fitting.
c. When the spigot or the socket of the pipe varies
from a true circle more than 3 percent of its
nominal diameter.

d. When a pipe or fitting exhibits a deviation from
a straight line greater than 1/16 inch per linear
foot. The deviation shall be measured from a
straight edge on the concave side.
e. Any piece broken from the spigot and which extends
through the barrel.
f. When the dimension exceeds the permissible variation
as called for by the. Western Region Specifications
of the National Clay Pipe Institute.
g. Tramp clays, grog, or other foreign matter that
have fused permanently to the exterior or interior
surface of the pipe or fittinCDgs.
6. Stoppers and Branches: Stoppers shall be used with
a7_1 branch pipes that are to be left unconnected.
Stoppers for branch pipes having flexible compression
joints may be either clay discs with flexible com-
pression joints, factory applied, that will mate with
the branch joint; or, a resilient material of con-
trolled design and dimensions for mating with the

branch pipe to which it is to be applied. Branches
are to be furnished with connectio-ns of the sizes
specified, securely and permanently fastened to the
barrel of the pipe in the process of manufacture.
T --branches shall have their axes perpendicular to the
longitudinal axis of the pipe. Y -branches shall have
their axes approximately 45 degrees from the longi-
tudinal axis of the pipe measured from the socket end.
All branches shall terminate in socket ends. The
barrel of the branch shall be of sufficient length
to permit making a proper joint Vaen the connecting
pipe is inserted in the branch soCket.
7. Certification: The Contractor shall furnish a certi-
fication from the pipe manufacturer that the pipe
complies with the following:
a. Hydrostatic pressure test requirements as outlined
by the Western Region Specifications of the National
Clay Pipe Institute.
b. 3 -Edge bearing test strength in accordance with

B. Compression Joints
1. All vitrified clay pipes shall be furnished with an
approved type of interlocking, resilient mechanical

approved material to specifications established by the

4.3 DETAILS
A. Installation of Vitrif ied Clay
1. Laying of pipe shall commence at the lowest point,
the spigots f acing in the direction of flow.
2. Pipe shall be fitted together and matched so that
when laid in the work it will form a sewer with a
smooth and uniform invert.
3. The mating flexible joint surfaces shall be wiped
clean of dirt and foreign matter. An approved
lubricant shall then be applied to the joint surfaces.
4. With the join` surfaces properly lubricated, the
spigot shall be positioned inside the bell and the
joint shoved home until the mating surfaces are in
tight contact with each other. For small diameter
pipe, this operation may be done by hand, but on
large diameter pipe, a lever attachment or bar
cushioned with a wooden block shall be used to shove
the joint into place. Care shall be taken to prevent
damage to the pipe.
5. The interior of the sewer pipe shall be cleaned of
all dirt and superfluous or foreign matter as the
work progresses. At the end of each working day,
exposed ends of sewers shall be closed with approved
temporary covers to prevent earth and debris fro�Lm
entering the pipe.
6. Pipes wjzich become submerged in water during the
night shall be carefully checked each morning, and
pipes found "floated" from their proper positions
shall be re-laid by the Contractor at his own
expense.
7. Contractor may, at his option, lay sewers "in the
wet" (without unwatering the trench) provided that
the tests specified herein are satisfied and by a
method approved by the Engineer.
B. Leakage Tests for Sewers
1. The maximum amount of leakage in any w'zole, continuous
portion of sewer under test shall not exceed the rate
of O.004 gallons/hour/foo-/inch diameter.
2. The Contractor shall repair all visible leaks, regard-
less of the limits of the leakage tests, before any
leakage tests are made
3. In order to facilitate the local leakage tests between
manholes, the pro; edure shall be as follows:
a. Sewers and sewer manholes which are located above
the ground water table.

As soon as the -Ape laying has been completed
and before any jacket or backfill is installed,
the upper manhole shall be promptly construc-
ted to the finished elevation of the manhole.
However, should the Contractor desire to
delay the building of the manhole, he may,
at his option, use a barrel of the bank to
provide the necessary pressure required for
testing.
(2) The Contractor shall place a suitable plug
in the pipe at the lower manhole and then
fill the pipe and upper manhole or barrel
with water to an elevation of at least
4.0 feet above the invert at the mid -point
of the line; but, in any case, not less than
one foot above the high end of the highest
house connection on the line being tested.
When the head on the sewer exceeds four (4)
feet, the leakage allowance of 0.004 gallons/
hour/foot/inch d-'-ameter shall be increased
by 10 percent fo-- each two (2) feet that the
actual head exceeds the four (4) foot head,
up to a maximum of 30 percent. The total
head on the invert of the pipe at the lower
end of the line shall be limited to
twenty-five (25) feet.
(3) The Contractor shall then repair any visible
leaks with a concrete or mortar jacket at
least 3 inches thick, except wA"Ien the Engineer
directs that the defective pipes be replaced
because of unsoundness.
(4) The sewer shall remain under test for two
hours after all visible leaks have been
repaired. After the first hour, the barrel
or upper manhole shall be refilled and the
level of water measured and marked. After
the second hour, the water level shall again
be measured or marked and the difference in
level of water recorded and converted to
gallons. If the line fails to meet the test,
remedial measures shall be taken and the test
repeated until the line passes the leakage
test.
b. Sewers w1zich are located below the ground water
table.
(1) After the pipe has been laid and connectin,:),
manholes have been completed, the pipe trench
shall be backfilled sufficiently to prevent
any "floating" of the pipe.
(2) The upper end of the sewer line shall be
plugged..

(3) A measuring device shall be installed at
the lower end of the sewer line.
(4) The ground water shall be allowed to rise
to its natural level and remain for 2 hours.
(5) The Contractor shall then repair any visible
leaks with a concrete or mortar jacket at
least 3 inches thick, except when the
Engineer directs that the defective pipe be
replaced because of unsoundness.
(6) If the line fails to meet the test during
the two-hour period, remedial measures shall
be taken and the test repeated until the
line passes the leakage test.
4. Upon completion of the leakage test, the line shall
be emptied and the cradles and jackets placed.
5. No backfilling shall be done between any two adjacent
manholes until the pipe shall have passed the leakage
test, unless approved by the Engineer in writing.

C. Wyes and Bends
Wyes and bends shall be installed where shown on the
Plans or as ordered by the Engineer°
D. Measurement. The lengths of sewers measured for payment
shall be the actual number of linear feet of pipe, of
each size, installed in place as determined by horizontal
measurement. where the grades exceed 10 percent, the
actual length of pipe installed will be measured. However,
at drop manholes, measurement for sewer mains shall be
made to the outside face of the drop as shown on the Plans.
E. Pg_)Lment . Payment for vitrified clay sewer pipe as measured
above, will be made at the unit price bid and shall be
full compensation for all sewer pipe in place complete,
including cradling, concrete jacketing and repaving.

5.1 DESCRIPTION, Sewer manholes shall be constructed in accordance
with these Specifications and to the details shown on the
Plans. Precast concrete manholes conforming to these Speci-
fications shall be approved for installation in lieu of brick
or cast -in-place concrete manholes.
5.2 MATERIALS
A. Brick and Cast -in -Place Concrete Manholes
1. Concrete: Concrete shall be Class "B -S" conforming
to the requirements of Section 6, CONCRETE AND MORTAR
2. Reinforcing Steel: Reinforcing steel shall conform
to the requirements of Section 6, CONCRETE AND MORTAR.

Bricks: Bricks shall be red brick conforming to the
requirements of ASTM Designation C32-63, Grade MA,
or locally ma-zufactured lava or cinder brick conforming
to ASTM Designation C55 -64T, Grade A.
B. Precast Concrete Manholes
1. Concrete: Concrete for precast reinforced concrete
riser sections and tapered sections shall be Class
11AA-S o" Concrete for cast -in-place concrete manhole
walls shall be Class "A -S-11 All other concrete shall
be Class "B—So" All the foregoing classes of concrete
shall conform to the requirements of Section 6, CON-
CRETE AND MORTAR
2. Precast Reinforced Cone rete _Manhole Riser Sections
and Tapered Sections : Precast reinforced concrete
manhole riser sections and tapered sections shall
conform to ASTM Designation C478 -64T. Concrete shall
be Class "AA -So" Tapered sections shall be truncated
concentric cones. Minimum wall thickness shall be
4 inches.
C. All Manholes
1. Mortar: Mortar shall conform to the requirements of
Section 6, CONCRETE AND MORTAR
2. Frames and Covers: Cast iron frames and covers shall
conform to the requirements for Gray Iron Castings ,
ASTM Designation A48-64, Class No. 30 and shall be
cast to pattern with appropriate markings as shorwa
on the detail drawings, free from blowholes and other
imperfections. The bearing faces of the frames and
covers shall be machined and fitted together to
prevent rocking . All cast inns shall be thoroughly
cleaned and painted with one coat of Inertol Standard
or approved equal before leaving the shop.

3. Manhole Runts.
a. TynenSA manhole rungs shall be fabricated as
detailed from round wrought iron bars conforming
to ASTM Des ignat ion A207 -63T and shall be
cadmium plated or hot dipped galvanized after

cast iron conforming to ASTM Designation A48-64
Rungs shall be thoroughly cleaned and painted
with one coat asphaltum before leaving the shop.
5.3 DETAILS
A. Brick and -Cast -in -Place Concrete Manholes
1. Concrete Work: Concrete base of the manhole shall
be constructed as detailed, and allowed to set for
at least 24 hours before additional work is construc-
ted on this base. Concret2 walls shall then be
constructed and cured in accordance with the provi-
sions of Section 6, CONCREICE AND MORTAR
2. Brick work:
a. Clean, sound bricks shall be dipped in water or
otherwise thoroughly soaked before being laid
in a full bed and joints of mortar. The joints
on the inside of the brick manholes shall be
neatly struck.
b. The inside of the brick manhole shall be bagged
or plastered to a smooth finish.
c. The outside of the brick portion of sewer manholes
shall be plastered with 1 -inch thick layer of
cement mortar.
d. Manholes vinich are 10 feet deep or less from the
invert to the top of the frame, may be made
entirely of brick from the concrete base upwards,
provided that the invert is not below the ground
water table and the manhole is located in a
relatively dry area,
B. Precast Concrete Manholes
1. Precast concrete manholes shall be constructed as
shown on the Plans. The Contractor shall submit
details of the riser and tapered sections and the
joints to the Engineer for approval.
2. Precast concrete manholes may be used in locations
below the ground water level after conducting leakage
tests to demonstrate the water -tightness of the
manhole to the satisfaction of the Engineer and
receiving his approval

3. Precast concrete manhole may be used in sidehill
locations after demonstrEl-ting the stability of the

manhole at the particular location and receiving
the approval of the Engineer.
4. Precast concrete manholes shall not be used except
where they are accessible to construction equipment
and vehicles and the use is approved by the Engineer.
The Engineer may req-jire that certain portions of
the manhole be constructed with bricks or cast -in-place
concrete.
C. All Manholes. Excavation shall be in accordance with
Section 1, TRENCH EXCAVATION. Backfill shall be in
accordance with Sect ion 2, TRENCH BACKFILL. Upon comp le -
tion, manholes shall be thoroughly cleaned of all debris.
Cast iron frames, covers and steps shall be painted with
one coat of coal tar paint.
5.4 MEASUREMENTS
A. Bases. The number of manhole bases to be paid for shall
be the actual number constructed and accepted.
B. Walls. Walls for all types of manholes shall be measured
for payment in linear feet of walls constructed and accepted
as measured from the top of the manhole base to the bottom
of the manhole frame.
C. Frames and Covers. Manhole frames and covers measured
for payment shall be the actin 'l number installed and
accept -ed.
D. Drop Connections. Drop connections shall be measured

SECTION 6: CONCRETE AND MORTAR
6.1 DESCRIPTION,, Concrete shall be composed of a mixture of
Portland Cement, fine and coarse aggregate, and water. Mortar
shall be composed of Portland Cement, fine aggregate and water.
6.2 MATERIALS
A. Standards
1. All cement shall conform to the requirements of the
current "Standard Specifications for Portland Cement,"
ASTM Designation C150, Type I, unless some other type
is specified.
2. Water shall be clean and free from injurious amounts
of oil, acid, salt, alkali, organic matter or other
deleterious substances.
3. Concrete aggre,,,;,at es shall conform to the "Specifi-
cations
Specifi-
cations for Concrete Aggregates" ASTM Designation C33.
However, other aggregates wiz ich have been shown by
test or actual service to produce concrete of the
required qualities may be used w1hen authorized by
the Engineer. The maximum size aggregate for all
mixes shall be one inch thick except for walls which
are less than 6 inches thick. The maximum size for
such walls shall be 3/4 inch.
4. No admixtures of any kind shall be used without the
written consent of the Engineer, unless otherwise
specified.
B. Storage o` Materials. Cement and aggregates shall be
stored in a manner to prevent d'eteriorat ion. or the
intrusion of foreign matter. Any material which has
deteriorated or has been damaged shall be immediately
and completely removed from the work

The Contractor shall submit to the Engineer the mix
he intends to use, wtiich shall be proved by preliminary
cylinder tests at least 14 days before the actual
concrete pouring operation.
2. Concrete for Seweraae Structures: The above classifi-
cations, AA -S. A -S and B -S, shall contain no coral
sand. A set -retarding admixture, approved by the
Ena,ineer, shall be added to the mixture at the rate
recommended by the supplier. Where concrete in any
structure is to come in direct contact with sewage
or sewage gases, and w1here otherwise required by these

3. Concrete S : The consistency of the concrete
shall be determined by the slump test made in

unless otherwise specified or directed by the Engineer.

completely discharged before the mixer is recharged.
a. Job Mixed Concrete: For job mixed concrete, the
mixer shall be rotated at a speed recon-nended by

for at least two minutes after all materials are
in the mixer.
b. Read; Mixed Concrete: Ready mixed concrete shall
be mixed and delivered in accordance with the
requirements set forth in the "Standard Speci-
fications for Ready Mixed Concrete," ASTM Desig-
nation

2. Conveying: Concrete shall be conveyed from the mixer
to the place of final deposit by methods vinich will
prevent the separation or loss of the materials.
Equipment for chut ing , pumping and pneumatically
conveying concrete shall be of such size and design
as to insure a practically continuous flow of concrete
at the point of delivery and without segregation of
the materials. All equipment aid methods used for
conveying shall be subject to she approval of the

3. Depositingy Concrete_: Concrete shall be deposited as
nearly as practicable in its final position so as to
avoid segregation of the materials and the displace-
ment of the reinforcement. No concrete shall be
poured in the absence of an inspector.

However, when the concrete is continually agitated,
the time may be extended to one and one-half hours.
No concrete that has partially hardened or 'has been

b. Open troughs and chutes shall be of metal or
metal lined, and shall be kept clean and free
from coatings of hardened concrete.
c. Concrete shall not be dropped a distance of
more than S feet unless approved in writing
by the Engineer.
d. Slab and beam stems shall be poured in one
operation.
e. Concrete columns and walls shall be allowed to
set at least 3 hours before a floor system is
poured.
f. After initial set of the concrete, the forms
shall not be jarred and no strain shall be
placed on the ends of projecting reinforcement.
g. All concrete shall be thoroughly compacted by
suitable means during the operation of placing
and shall be thoroughly worked around reinforce-
ment, embedded fixtures, and into the corners
of the forms .
h. When less than a complete layer of concrete is
placed in one operation, it shall be terminated
in a vertical bulkhead and in areas of minimum
shear as approved by the Engineer.
4. Construction Joints: Construction joints shall be
so made and co --Ls tructed as to least impair the
strength of the structure, and only at the locations
shown on the Drawings or as approved by the Engineer.
a. Construction joints for structures, when a water-
tight joint is required, shall be made with the
provision for interlocking with the succeeding
layers . Keys shall be made by the embedment of
saturated wooden blocks or strips beve led so
that they can be easily removed.
b. Where a joint is to be made, the surface of the
previously poured concrete shall be thoroughly
cleaned of all laitance and other foreign matter,
chipped with picks or pneumatic tools and wire
brushed until an entire new concrete surface is
secured: PICK MARKS AT RANDOM WILL NOT BE ACCEPTED
Before resuming concreting, the concrete already
placed shall be thoroughly wetted by washing with
a hose and covered with a 2 -inch layer of cement

B. Forms
1. Construction:
a. Forms shall conform to the shape, lines and
dimensions of the members as called for on the
Plans, and shall be substantial and sufficiently
tight to prevent leakage of mortar. They shall
be properly supported, braced, or tied together
so as to maintain position and shape and shall
be constructed so that they may be removed
without ca,.jsing any overstressing of the concrete.
The Contractor shall be responsible for the adequacy
of the forms and form supports.
b. Either steel or wood forms may be used. Surfaces
of metal forms shall be free from irregularities,
dents or sags. Knot holes and broken places in
wooden forms shall be covered with metal pieces.
All lumber in contact with the concrete shall be
surfaced s 1ap__or T. & G. or, plywood form lum, ber. .
All exposed surfaces shall be^formed with new
plywood forms or better.
c. All form work shall be clean and -free from dirt
and construction debris, and shall be thoroughly
wet with water or oiled with a non -staining oil
before the placing of concrete.
2. Removal of Forms:
a. Forms shall not be disturbed until the concrete
has adequately hardened and shall no-,-- be removed
until the concrete has attained the necessary
strength to support its own weight and any
construction live loads.
b. Wall forms shall not be removed until 48 hours
after concrete placement,
C. Forms and their supports shall not be removed
without the approval of the Engineer.
d. A method of form removal likely to cause over-
stressing of the concrete shall not be used. In
general, th` forms shall be removed from the
bottom upwards. Supports shall be removed in
such a manner as to permit the concrete to
uniformly and gradually take the stresses due
to its ow�a weight, The Contractor shall be
responsible for safe practice in removing forms
and shoring and for placing adequate reshores .
e. After the forms are removed from any concrete
work, the Contractor shall immediately cut off
all wire a.rr-I nails at a point at least 1/2 inch
inside the concrete surface and fill the result-
ing voids with mortar of the same class as the
concrete used.

No extra compensation will be allowed for forms;
their cost shall be included in the -prices bid
for the various items of work in the Proposal.
C., Slots, Recesses and Anchors. The Contractor shall set
all inserts, anthers, ties, and hangers required to
secure the work of other trades.
D. Reinforcin; Steel
1. Bending reinforcing_steel: Reinforcinb steel shall
conform accurately to the dimensions shown on the
Plans. Bars shall not be bent or straightened in
a manner that will injure the material. Bars with
kinks or bends shall not be used. Hooks shall
conform to the Manual of Standard Practice of the
American Concrete Ingitute
2. Placid einforcing Steel:
a. Reinforcing bars shall be placed as shown on
the Plans and shall be firmly and securely held
in position by wiring all intersections with
No, 14 or No. 16 wire and by using concrete or
metal chairs, spacers, metal hangers, supporting
wires , and other approved d c vices of sufficient
strength to resist crushing under full load.
Such wires, chairs, and other supporting devices
shall be furnished by and at the expense of the
Contractor. Metal supports which extend to the
surface of the concrete, except where showvia on
the Plans, and wooden supports shall not be used.
Placing bars on layers of fresh concrete as the
work progresses and adjus ting bars during the
placing of concrete will not be permitted
b. Bars shall be accurately spaced as shown on the
Plans. In no case shall the clear distance .
between parallel bars be less than 2-1/2 diameters
of the bar with a minimum of two (2) inches
c. Wire mesh used for reinforcement shall be rolled
flat before placing concrete, unless otherwise
shown on the Plans. Mesh reinforcement shall
be held firmly in place against vertical or
transverse movement by means of devices
satisfactory to the Engineer. Pulling up of

wire mesh into position during placing of
concrete will not be permitted
3. Splicing rReinforcing_Steel: Wnere bars are spliced,
they shall be lapped at least 30 diameters, except
where otherwise shown on the Plans
E. Protection and Curi n�
1. Concrete shall be adequately protected from injurious
action by the sun, rain, flowing water, and mechanical

on
injury, and shall be kep.-_ moist from the time it is
placed until the expiration of 5 calendar days. For
high early strength concrete, most curing shall be
provided for at least the first two days. Water
shall be used for curing, except that when permitted
by the Engineer, concrete surfaces may be cured by
spraying with a liquid membrane -forming compound
complying with ASTM C155-65
2. No wheeling, working, or walking on finished surfaces
will be allowed for 48 hours after the concrete is
deposited.
F. Finishing Concrete Surfaces
Concrete surface finishes shall be in accordance with the
requirements of this subsection and shall be of the type
of finish required by the Plans or as specified.
1. Normal Finish: Immediately following the removal of
forms, all fins and irregular projections shall be
removed from all surfaces. The cavities produced by
form ties and all other holes, honeycomb spots,
broken corners and edges and all other defects
shall be carefully pointed up with a mortar of
cement and fine aggregate mixed in proportions used
in the particular class of concrete being finished.
The concrete shall then show true, even faces with
no depressions or bulges, large fins or other
unsightly defects. Unless otherwise called for in
the Drawings or in the Specifications, all exposed
surfaces of concrete shall have a Normal Finish.
2. Finishin- of top, surface of all floor slabs, side-
walk, slabs�_Sutters, bride decks,—mss of culverts
and other similar surfaces: After the concrete has
been placed and compacted, the surface shall be
struck off with a strike board,, After striking off,
the surface shall be floated, not less than 2 times
with wood floats, until all excess water is removed.
After the concrete has hardened sufficiently a final
finish with a steel trowel or other finish as specified
in the Plans or Specifications shall be applied.
G. Mortar Mixing
The ingredients must be proportioned by measurement and
not be estimation, a bag of cement being taken to contain
one cubic foot. They must be thoroughly dry mixed in a
suitable tigh� box, after which the proper quantity of
clean water shall be gradually added and then worked until
a uniform mixture is secured. No greater quantity of
mortar is to be prepared than is required for immediate
use, and any mortar that has set shall not be retempered
or used in any way. Hydrated lime shall be added to any
of the above mixes when specified.

6.4 PAYMENT, Payment for all concrete and mortar work shall be
made under the appropriate items in the Proposal.

SECTION 7: PAINTING AND WATERPROOFING,
7.1 MATERIALS
A, Paints:
1. Coal -tar epoxy coating shall have 72% nonvolatile
content by volume and shall be applied at the rate
of 135 square feet per gallon. Minimum dry thick-
ness per coat shall be 7 mils
Z. Oil, alkyd -resin coating shall have a 50% nonvolatile
content by volume and shall be applied at the rate of
450 square feet per gallon. Minimum dry thickness
per coat shall be 1.4 mils.
B. Primers, Sealers and Thinners shall be as recommendEd by
the Manufacturer of the coat in€ .
C. Certification: All materials shall be delivered to the
project site in unbroken original containers plainly
marked with the name of the Manufacturer, Brand name and
analysis of the product.
D. Color: Colors, except otherwise specified, shall be as
selected by the Engineer.
E. Submi s s ions : The Cont ra: t or s�.a l l submit to the Eno ineer ,
for his approval, a list of all coatings, primers, sealers
and thinners, together with color samples, to be used on
the project before ordering the materials.
7.2 DETAILS
A. Preparation of Surfaces: All surfaces to be coated shall
be cleaned of all rust, dust, scales, oil, curing compounds
and other foreign matter. Wood surfaces shall have all
cracks and holes filled and smoothed.
B. Ap-lication of Paint: All work shall be performed under
favorable conditions by skilled painters and in strict
accordance ;with the procedures outlined by the pain-,--
manufacturer.

smooth, even surface without runs or sags. Each coat
of paint shall be thoroughly dried before the next

gloss, finish and color, free from flash spots and brush

C. Galvanized Surfaces: Galvanized surfaces shall be treated
with Inertol metalconditionerbefore application of primer.
D. Inorganic Zinc Surfaces: Coatings applied to inorganic
zinc surfaces shall be as recommended by the manufacturer.

SECTION 8: RESTORING PAVEMENTS AND 01HER IMPROVEMENTS
8.1 DESCRIPTION. All pavements and improvements such as driveways,
sidewalks, curbs, or gutters destroyed, disturbed, undermined
or removed by the Contractor, or as a result of his operations
shall be satisfactorily reconstructed or replaced in kind by
the Contractor, except as herein specified, in accordance with
the Revised Ordinances of Hawaii, 1942, as amended thereafter,
and with Chapter 111, Revised Laws of Hawaii, 1955, as amended,
relating to Federal -Aid Highways.
8.2 MATERIALS. All materials used for restoration work shall match
exi s t ing work.
8.3 DETAILS
A. The Contractor shall make all necessary arrangements with
the County or the State Departrient of Transportation for
the restoration of the above-mentioned work.
B. Pavements
1. Before proceeding with repaving, the edges of existing

pavement shall be trimmed back sufficiently to provide
a clean, solid, vertical joint. Edges of concrete
pavement shall be wire brushed and washed with water.
2. Additional pavement outside the limits of the excavation
or damaged pavement shall be removed or replaced as may
be necessary to insure pioper match with the existing
pavement and to insure construction of the new pavement
along regular lines which shall be parallel to or at
right angles to the street centerline.
C. Where curbs, gutters, driveways, or sidewalks are replaced,
junctions with the existing improvement shall be made along
straight lines. In the case of sidewalks and concrete
driveways, the junction shall be made at the regular slab
or rectangle markings.
8.4 MEASUREMENT AND PAYMENT,, Pavement restoration and other improve-
ments shall not be measured nor paid for directly, but shall be
incidental to the various sizes of pipes, jackets and structures.
