RE: Res. 738-18 Urges The County Of Hawaii To Make Recovering Those Sections Of
County Highway 132 That Were Inundated With Lava From The May 3,2018
Volcanic Eruption A Top Priority In Puna's Recovery Efforts,And Commence
Planning The Funding And Routing Of A Replacement Road And Immediate
Implementation Of Alternative Routes To Accommodate Residents Of Affected
Communities
Aloha Chair Ruggles,Vice Chair David and Members of the Committee on Public Works&Parks and
Recreation,
My name is Alapaki Nahale-a,Kamehameha Schools' Senior Director of Regional Strategies for Hawai`i
island and I am testifying on Resolution 732-18 which urges the County in part to commence with
planning the funding and routing of a replacement road and immediate implementation of alternative
routes.
I apologize I could not appear in person before the committee to testify today but we only learned of this
resolution less than a week ago and I already had previous commitments out of town that I could not
reschedule.
Kamehameha Schools requests that Res.732-18 be deferred.
Kamehameha Schools was established by the will of Princess Bernice Pauahi Bishop for the purpose of
educating Native Hawaiian children.As such, we have a fiduciary responsibility to assure that
Kamehameha Schools' lands are administered in support of our trust obligations and educational mission.
Kamehameha Schools is one of the named landowners in this resolution but currently,we do not have
sufficient information to help us make sound decisions related to the actions being requested for the lands
mentioned in this resolution.

Let me be clear—our request for a deferral should not be interpreted as a lack of regard for public safety.
Safety is a top priority for Kamehameha Schools and we have in good faith worked hand-in-hand in the
past with the County to address several public health and safety concerns including during the most recent
Kilauea eruption.
Kamehameha Schools and the County of Hawai`i are aligned on many issues and this cooperation stems
from many respectful conversations that we hope will continue into the future.We humbly ask that you
defer taking action on this resolution until we're able to conduct the appropriate discussions on this
matter. Mahalo.

Requests that the County Administration prioritize the realignment of Government
Beach Road and opening of the Railroad right-of-way to Kahala Street and/or
Kehau Boulevard as a means to alleviate some of the negative impacts of the 2018
volcanic eruption.
