Access to Gated County Emergency Road at Kehau Steet, a County owned and
maintained boulevard in Nanawale. Papaya Grower with keys to the gate accessing
their Papaya fields which are being ravaged by pigs. Gate is normally closed. Distance
from gate to entrance to subdivision is about 3 miles (meets Hwy 132 outside Pahoa)

Access to Gated County Emergency Road at Kahala St in Hawaiian Shores where
roadway is a private road for about % mile and then meets Kahakai Blvd . Kahala
Street (aka Railroad ) is a 60' wide ROW and from gate to top of Kahakai where it
meets Hwy 130 is about 4 miles.

End of Coastal Puna Parkway which is the 2nd street up from the ocean in
Hawaiian Shores/Beaches and is just outside the tsunami zone. It was laid out as
a 80' ROW when subdivision built in 1970-71 as the most recent General Plan
called for a coastal road connecting Hilo to Kapoho. Never extended .

Looking back up the 80' ROW of Coastal Puna Pkwy with 24' of asphalt. This
roadway does not have steep hills like on Papio Street currently used as the
evacuation route. Hawaiian Shores is interested in divesting its private
ownership and giving the portion of this road owned by the HOA to the County.

The entrance to the Government Beach Road from the privately held Papio
Street (white lettering). Small sections of Govt. Beach Rd have been paved thru
the years to prevent erosion . A 10' wide paving was applied to the entire 3.8
mile section of the road around May 10, 2018 for evacuation purposes.

One of around 20 - 30 cinder delivery trucks traveling on Papio St. headed to the
Sanford Cinder Pits. It will return within the hour loaded with cinder which spills
onto the roadway when traversing each of 3 speed humps on Papio Street.

A one acre community park on Papio Street developed by the Hawaiian Shores
Community Assn homeowners. It attracts many people, kids, pets, and visitors
and is along the stretch of Papio Street traversed by large commercial trucks.

The County claims a 10' ROW on the ocean side of Papio Street but due
to erosion of the cliff face, some of that ROW may have already fallen
into the ocean .

Looking back at the entrance to the Govt. Beach Road from Honolulu Landing.
The roadbed has migrated mauka over the years as the cliff has subsided . Thru
the years, there have been cars that drove off this cliff and the yellow markers
must be replaced time to time.

storms, boulders have been deposited in the roadway blocking vehicular access.
This is the point where a realignment from Coastal Puna Parkway would meet
up...a distance of 0.4 miles. The location of the recent police shooting is on the
right. Honolulu Landing is a beautiful spot to recreate, but has attracted drug
dealers who would then evade police by traveling further into lower Puna . If a
realignment is done, this spot will be barricaded which is better in terms of

grove along side the road is held in exceptional tree status under the County code
making it difficult to consider widening which is opposed by most local residents.

In some places the 10' paving is the extent of the roadbed . In other areas there
are shoulders to allow vehicles to pass. The shoulders have yet to be tied into
the paving and in some places the lip is around 4". This makes it difficult for
passenger vehicles to pull over safely and very dangerous for bicyclists.

What is left of the remnant of Hwy 137 that existed from 4 corners to the start
of the Govt. Beach Rd . This one mile stretch was one of the only paving projects
supposed to have been done in FY 2017-18 in Lower Puna. It wasn't completed .

Rd. and the protected Mango Grove that extends approximately 2 miles along
the road in the Hawaiian Shores direction. Papaya Farms road is to the right and
has about 40-50 farms and residences. In the middle of this 3.8 mile roadway is
Wa'awa'a subdivision with 180 lots and about 60 developed. There are a couple
dozen or more properties along Govt. Beach Rd . that are developed as farms

Lava came up to the pits and stopped .

Between the end of the Govt. Beach Rd . and the entrance to the Cinder Pits is
Cinder Road leading mauka where it intersects the old Railroad ROW. This
connection has recently been "improved" such that it is barely passable by a
passenger vehicle.

Cinder Road ends at the Railroad ROW where you can only turn right as lava
overtook the last portion of the Railroad ROW that used to go into the location
of the old Kapoho Village. The roadbed is barely traversable by a passenger
vehicle (my Prius ! )

Intersection of Non' Farms Rd and Railroad (right). Noni Farms used to loop out
to Hwy 132 but is now blocked at the other entrance by lava. This area still
supports orchid, papaya, and cattle farms. About 150 homesteads, residences
and farms in this area.

Made it to the gate ! ! This gate is likely on the boundary of the Kahuwai so there
is more of the Railroad ROW to traverse to intersect the County's emergency
road between Nanawale ( Kehau) and Hawaiian Shores ( Kahala). This is the
alternative access that needs to be opened NOW.
