I
WHEREAS, the agricultural industry provides one of
the major economic bases for the citizens of the Island of
Hawaii; and
WHEREAS, the closing of the Kohala Sugar Plantation by
Castle and Cooke has been announced; and
WHEREAS, a serious economic situation threatened the
Kohala area; and
WHEREAS, the Kohala Task Force has designated the Kohala
district as an area for conducting diversified agricultural
experiments to insure continuation of agricultural production;
and
WHEREAS, the State of Hawaii in appropriation Act 197,
S.L.H. 1972, appropriated a sum of $3,800,000 for the
planning and development of North Kohala; and
WHEREAS, the County of Hawaii under Ordinance 475
appropriated $1,800,000 to insure continuing agricultural
production in the Kohala area; and
WHEREAS, the continuation of agricultural production in
the Kohala district will have a vital effect upon the
economic welfare of the Island of Hawaii and especially upon
the citizens of the district of Kohala; and
WHEREAS, the Office of Economic Opportunity (OEO) will
be receiving approximately $85,000 in State and. Federal grants
for `Youth in Agriculture Programs'` throughout the State of
Hawaii to be expended by the various County Offices of
Economic Opportunity; and
WHEREAS, an allocation of approximately $20,000 was
made for the Kohala High School's "Youth in Agriculture
Program"; and
WHEREAS, Kohala High School has submitted a "Youth in
Agriculture Program" to the OEO for consideration and has
requested the release of funds to implement the program,
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII that the County of Hawaii hereby extends its
wholehearted endorsement to the Kohala High School's proposed
"Youth in Agriculture Program" to insure the continuation of
agricultural production in the district of Kohala and the
Island of Hawaii.
BE IT FURTHER RESOLVED that duly certified copies of
this resolution be transmitted to the Honorable Wing Kong
Chong, the Honorable Joseph R. Garcia, Jr., the Honorable
Minoru Inaba-, the Honorable Stanley H. Roehrig, the Honorable
Jack Y. Suwa, and the Honorable Yoshito Takamine, Members of
the State House of Representatives; the Honorable Stanley I.
Hara, the Honorable Richard Henderson, and the Honorable
John T. Ushijimza, Members of the State Senate, with the
request that $20,000 of the State appropriations be specifically
allotted to the Island of Hawaii for Kohala High School's
"Youth in Agriculture Program.'"
BE IT ALSO FURTHER RESOLVED that a copy of this resolution
be forwarded to Mr. Daniel Akaka, Director, Office of Economic
Opportunity; Mr. Harry Chuck, Department of Education; and all
other interested parties.
