Resolution
WHEREAS, the Council of the County of Hawaii is charged with
the health, safety and welfare of the people of Hawaii County, and
having the primary function of legislative responsibilities and the
formulation of public policies; and
WHEREAS, the Council seeks to improve the quality and efficiency
of County services and operations; and
WHEREAS, studies have shown that the implementation of an
electronic data processing (EDP) system would be beneficial to the
County of Hawaii; and
WHEREAS, the Council desires to consider the use of EDP in
County operations; and
WHEREAS, implementation of EDP would entail possible combination
and/or transfer of functions involving the employees of Hawaii County;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that the Mayor and Personnel Director of Hawaii County take
the necessary measures to assure that the implementation of EDP does
not cause any employee of the County of Hawaii to be deprived of
grade, compensation or seniority, or any rights and privileges they
now enjoy; and
BE IT RESOLVED, that passage of this resolution shall guarantee that
these safeguards to affected employees shall be formulated and documented
prior to any implementation of EDP; and
BE IT FURTHER RESOLVED, that a copy of this resolution be delivered
to the Mayor, Personnel Director and to the departments to be affected
by the implementation of EDP.
