HomeMy WebLinkAboutORD 1996-093 1994-1996AN ORDINANCE AMENDING CHAPTER 24 (TRAFFIC SCHEDULE), OF THE HAWAII COUNTY CODE 1983 (1995 EDITION), RELATING TO TRAFFIC REGULATIONS. BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: SECTION 1. Chapter 24, Article 10, Division 5, Section 24-281, Schedule 29 (Parking prohibited during certain hours on certain streets), of the Hawaii County Code 1983 (1995 Edition), is repealed in its entirety. SECTION 2. Chapter 24, Article 10, Division 5, Section 24-281, Schedule 29, is adopted to read as follows: Section 24-281. Schedule 29. Parking prohibited during certain hours on certain streets; tow -away zone. When signs are erected giving notice thereof. no person shall park a vehicle except in accordance with the hours specified herein upon any of the streets or parts of streets as follows: La� Hamakua North Hilo Old Mamalahoa Highway, mauka side, at Papaaloa, beginningat a point two hundred thirty-three feet on the Hilo side of Kaiwilahilahi Bridge for a distance of one hundred fifty-four feet in the Hilo direction from 7:00 a.m. to 5:00 p.m. South Hilo Alae Street. both sides, from Laimana Street to Haili Street between the hours of 7.15 a.m. to 8:00 a.m. and 2:30 p.m. to 3:30 p.m. on school days. Banyan Drive, south side, beamniny- at Lihiwai Street and extending five hundred forty-one feet in the easterly direction between the hours of 11:00 p.m. and 5:00 a.m. Banyan Drive, east side. be ig nning at a point nine hundred forty feet east northeast of Lihiwai Street and extending five hundred seventy-one feet in the northeasterly direction between the hours of 11:00 p.m. and 5:00 a.m. Banyan Drive, west side, beginning at a point seven tenths mile Puna of Lihiwai Street and extending seven hundred eighty feet in the southerly direction towards Kamehameha Avenue between the hours of 11:00 p.m. and 5:00 a.m. �5) Banyan Drive, west side, beginning at a point one hundred three feet south of Liliuokalani Park Perimeter Road and extending five hundred eighty-five feet in the southerly direction between the hours of 11:00 p.m. and 5:00 a.m. Banyan Drive. north side, beginning at a point one thousand seventy-eight feet southwest of Liliuokalani Park Perimeter Road to Lihiwai Street between the hours of 11:00 p.m. and 5:00 a.m. Banyan Drive, makai side, 9:00 a.m. to 11:00 a.m. on Tuesdays. Banyan Drive, mauka side. 9:00 a.m. to 11:00 a.m. on Thursdays. Haili Street Puna side between Kinoole Street and Ululani Street from 7:15 a.m. to 8:00 a.m. on school days. 10 Hualalai Street; Puna side, between Ululani Street and the makai side of the St. Joseph School Cafeteria from 7:15 a.m. to 8:00 a.m. on school days: 1:45 p.m. to 2:30 p.m. on Mondays, Tuesdays, Thursdays and Fridays when school is in session; and 12:45 p.m. to 1:30 p.m. on Wednesdays when school is in session. 11 Kapiolani Street, makai side, between Ponahawai Street and Waianuenue Avenue except on Sundays between the hours of 5:00 a.m. and 12:00 noon. 12 Kilauea Avenue, both sides, between Ohea Street and Kohola Street from 6:00 a.m. to 6:00 mm. daily except Sundays and holidays. 13 Kilauea Avenue. Hamakua-mauka side, adjacent to the Hilo Hongwanji�ple driveway between the hours of 2:00 p.m. and 5:30 p.m. from Mondays to Fridays and 7:30 a.m. to 12:00 noon on Sundays. 14 Kilauea Avenue, mauka side, beginning at a point one hundred feet Hamakua of the Waiakeawaena School Cafeteria driveway and extending for a distance of one hundred seventy feet in the Hamakua direction from 7:15 a.m. to 8:00 a.m. on school days; 1:45 p.m. to 2:30 p.m. on Mondays. Tuesdays, Thursdays and Fridays when school is in session: and 12:45 p.m. to 1:30 p.m. on Wednesdays when school is in session. 15 Lihiwai Street, east side, Banyan Drive to Liliuokalani Park Perimeter Road between the hours of 11:00 p.m. and 5:00 a.m. 16 Liliuokalani Park Perimeter Road, be ig nning at a point seven hundred twentyfive feet west of Banyan Drive to Lihiwai Street between the hours of 11:00 p.m. and 5:00 a.m. 17 Lehua Street, Puna Side, be ig nning_at a point four hundred sixty-five feet makai of Wainaku Street and extending forty feet toward Puueo Street from 7:00 a.m. to 5:00 p.m. except Saturdays, Sundays, and holidays 18 Mohouli Street. Puueo side, in front of the children's shelter area for a distance of seventy-five feet mauka of the old driveway into Kapiolani School from 7:15 a.m. to 8:00 a.m. on school days; 1:45 p.m. to 2:30 p.m. on Mondays, Tuesdays, Thursdays and Fridays when school is in session: and 12:45 p.m. to 1:30 p.m. on Wednesdays when school is in session. 19 Mohouli Street on the puna side, those three metered stalls mauka of Kilauea Avenue between 7:00 a.m. and 8:00 a.m. on school days. 20 Ohai Street 9:00 a.m. to 11:00 a.m. on Mondays. 21 Punawai Street between 7:00 a.m. and 8:00 a.m. except Saturdays. Sundays and public holidays. 22 Puueo Street. 9:00 a.m. to 11:00 a.m. on Mondays. 4" 23 Waianuenue Avenue Puna side one stall mauka of the Hilo Union School -Annex The chief of police is authorized to remove or cause to be removed at the owner's expense. any vehicle left unattended or parked in violation of this section or posted si ng_s SECTION 3. If any provision of this ordinance or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications of the ordinance which can be given effect without the invalid provision or application, and to this end, the provisions of this ordinance are declared to be severable.
