The Department of Environmental Management is scheduled to provide a presentation for the
County Council meeting scheduled for,Monday, November 19, 2018.
The Committee on Environmental Management requested a presentation by Environmental
Management Director Bill Kucharski regarding the Environmental Assessment for the Hilo
Composting Facility (Comm.1131).
Greg Goodale, Solid Waste Division Chief of the Department of Environmental Management
will be providing the presentation on behalf of Mr. Kucharski.

• The Department of Environmental
Management ( DEM ) Solid Waste Division (SWD)
is currently conducting an Environmental
Assessment ( EA) for the preferred East Hawaii
Organics Facility ( EHOF) site
• SWD hired a consultant (SSFM International ) to
assist with the EA process

• Three sites were evaluated in the Puna
District as possible locations for the EHOF.
This evaluation was performed by a
consultant (AECOM ) .

• The intended EHOF will be a full scale composting
facility that is able to compost most types of
organics waste including food and contaminated
paper
• This facility is expected to significantly reduce the
amount of organics that would normally be
landfilled
• Organics from the West Hawaii Organics Facility
will be brought to the EHOF for composting

• The draft EA was published on August 23, 2018
• Public information meeting was held at the Kea'au
Community Center on September 9, 2018
• 30 day comment period ended on September 24, 2018
• Expecting to have all updates made to the EA so it can be
published by December 8, 2018

• Should a Finding of No Significant Impact ( FONSI )
be determined for this site the County would
begin the process of leasing this site for the
construction of the EHOF
• The expectation is to issue our Contractor
( Hawaiian Earth Recycling) a notice to proceed for
design of the EHOF after a FONSI is reached
• Construction of the EHOF would take place after
all design aspects are completed .
