Resolution No. 368
A -RESOLUTION RELATING TO THE ESTABLISHMENT OF A COUNTY CONSUMER
PROTECTION COMMITTEE.
WHEREAS, there is a profound need for local government
to be constantly alert to the dynamic changes occurring in
business and industry; and
WHEREAS, the State of Hawaii has seen fit to establish
and maintain an Office of Consumer Protection; and
WHEREAS, there is a need to protect the citizens of our
County from unfair or deceptive business practices of whatsoever
nature, especially, but not limited to, false advertising, door-
to-door solicitations, excessive rent profiteering, telephone
solicitations and unsolicited goods;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII that there is hereby created a County Consumer
Protection Committee for an experimental period of two years, to
be comprised of five members, said members to include: the
Director of Research and Development, one Deputy Corporation
Counsel, and three members to be appointed for a two-year term
by the Mayor, with the approval of the Council, and such committee
shall
(a) Advise the Mayor and Council on the educational needs
of the public on Consumer Protection;
(b) Recommend legislative proposals for enhancement of
Consumer Protection Laws;
(c) Coordinate its activities with the State Office of
Consumer Protection;
(d) Receive complaints from citizens of this County and
forward them for processing to the State Office of
Consumer Protection;
(e)
Maintain records
for
the two-year period;
(f)
Advise the Mayor
and
Council if the Committee should
be established as a permanent agency; and
(g) Perform such other functions that may be relevant to
the intent of this resolution.
BE IT FURTHER RESOLVED that the County Department of
Research and Development shall serve as administrative secretariat
to the Committee.
