Resolution No. 401
REQUESTING THE GOVERNOR TO RELEASE FUNDS TO THE STATE FORESTER
FOR INITIATING A RESEARCH STUDY ON THE LOSS OF LARGE QUANTITIES
OF CTIA TREES ON THE ISLAND OF HAWAII.
WHEREAS, by Part I, Section A, Act 68, Session Laws of
Hawaii 1971, Research and Development, $40,000 was authorized
for a research study on the loss of large quantities of ohia,
koa, and other indigenous trees, to be expended by the Division
of Forestry; and
WHEREAS, the ohia trees on the Island of Hawaii have
been and presently are rapidly deteriorating from apparently
changing ecological factors; and
WHEREAS,, immediate study of the cause of deterioration
is essential for the preservation of the ohia forests which
provide watershed cover, wildlife habitat, timber, recreation
areas and scenery of great aggregate value; and
WHEREAS, it is believed that the present decline and death
of ohia trees is epidemic over extensive acreages; and
WHEREAS, the general deficiency of information on the
biology and ecology of any of the native forest species of
Hawaii suggests immediate intensive study to evaluate future
changes and the implementation of effective control measures;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNTY COUNCIL
of the County of Hawaii, State of Hawaii, that the Governor
of the State of Hawaii, the Honorable John A. Burns, be
requested to release the appropriated funds to the State
Forester for initiating a research study and other means
necessary to provide basic information for the control of
the death and decline of the ohia trees on the Island of
Hawaii to the Division of Forestry, State of Hawaii, and
implemented by the U. S. Forest Service Research Station;
and
BE IT FURTHER RESOLVED that duly certified copies of
this resolution be transmitted to the Governor of the State
of Hawaii, the Honorable John A. Burns, the State Forester
of the State of Hawaii, and the U. S. Forest Service Research
Station and urge that favorable consideration be given this
resolution by the Honorable John A. Burns, Governor of the
State of Hawaii.
