NO. 85 18 APPLICANT: PHEASANT RIDGE CORPORATION TAX MAP KEYS: 4-5-10:1, 31, 121, 108-116 (FORMERLY 4-5-10:PORTION OF 1, 2, 31) From Planning Commission Chairman Fred Y. Fujimoto, dated April 10, 1991, submitting a bill to amend Condition B (incremental zoning); Condition C (construction of channelized intersection concurrently with development of the second zoning increment); and Condition E (installation of drainage system makai of the Hawaii Belt Road concurrently with the development of the second zoning increment) of Change of Zone Ordinance No. 341 as amended by Change of Zone Ordinance No. 85 18 which rezoned approximately 115± acres of land from an Agricultural - 40 acre (A-40a) and Agricultural - 5 acre (A-5a) to a Single Family Residential - 10,000 square foot zoned district located on both sides of the Hawaii Belt Highway and mauka of Honokaa Village in the land divisions of Paalaea, Papaanui, Haina and Namoku, Hamakua. Comm. 2456: REZONING REQUEST - HSC, INC. (Bill 423) TAX MAP KEY 9-9-06:08 KEAUHOU, KA'U (14.741 ACRES) From Planning Commission Chairman Fred Y. Fujimoto, dated April 10, 1991, submitting a bill to change the district classification for 14.741 acres of land from PC-53 Page 2 April 24, 1991 Comm. 2456: Open (O) and Agricultural - 1 acre (A-la) zoned (Bill 423) districts to a Single Family Residential - (Cont'd) 15,000 square foot (RS-15) zoned district located along the west side of Piimauna Drive, between the 14th Fairway of the Volcano Golf and Country Club and the Volcano Golf and Country Club Subdivision, Keauhou, Ka'u. Informs the applicant withdrew its commercial zoning request during the hearing process. Further informs the Planning Director recommended denial based on the unavailability of public service and utilities, specifically, potable water to service the subdivision from an approved public or private system, which is contrary to the goals, policies and standards of the General Plan and Council Resolution No. 698-83. Comm. 2171: Copy of letter to Planning Commission from John H. and Juanita F. Shaw, expressing their opposition to the subject zone change and urging that the proposed zone change be denied. States they realize that the date of the public hearing was November 29, 1990, but that they received notice less than nine days before the hearing date, and if this does not meet notice requirements, they would like to request that the Planning Commission withhold decision on this matter to allow individuals additional time to learn about the project and to offer comments. Comm. 2464: AMENDMENT TO THE GENERAL PLAN LAND USE PATTERN (Bill 424) ALLOCATION GUIDE (LUPAG) MAP HOLUALOA, NORTH KONA TMK: 7-6-24:31 (2.25 ACRES) From Planning Commission Chairman Fred Y. Fujimoto, dated April 15, 1991, submitting a bill for an amendment initiated by the Planning Director, as directed by County Council Resolution No. 262 90, for 2.25± acres of land from "Low Density" to "Medium Density" located along the mauka side of Kuakini Highway, directly across from Keakealani Street (Kuakini Makai Subdivision), Holualoa, North Kona. States the Commission also voted to recommend that the Council also look at expanding the "Medium Density" area from the subject site to surrounding areas including the area from Kuakini Highway to the Queen Kaahumanu Highway to the existing "Medium Density" area. (Bill 425) TMK: 6-2-02:12 OULI, SOUTH KOHALA (2 106 ACRES + 2 078 ACRES) From Planning Commission Chairman Fred Y. Fujimoto, dated April 15, 1991, submitting a bill to change the district classification for 2.106 acres of land from an Open to a Single Family Residential-20,000 square foot (RS-20) zoned district and for 2.078 acres of land from a Single Family Residential-20,000 square foot (RS-20) to an Open zoned district, located within the South Kohala Resort on the west (makai) side of the Queen Kaahumanu Highway, approximately 0.5 mile north of the Hapuna State Park access road, Ouli, South Kohala. Comm. 2467: APPOINTMENT - KAILUA VILLAGE DESI N COMMISSION From Mayor Lorraine R. Inouye, dated April 16, 1991, submitting for confirmation, the following appointment to the Kailua Village Design Commission: James B. LuPiba of Kailua, Kona, to serve until December 31, 1992, filling the unexpired term of Taka Fujitani, who resigned to serve on the Police Commission. Res. 317: WAIAKEA HOUSELOTS Requests the Planning Director to conduct the necessary feasibility study to redesignate those parcels along the eastern side of Kalanikoa Street up to the eastern side of Mililani Street between the mauka side of Hualani Street and the makai side of Lanikaula Street from Industrial to Low Density and that the Council declare all lots within this core of the Waiakea Houselots area be retained in its low density designation. Further, requests the Planning Director to evaluate the mixed uses within the peripheral lots of the Waiakea Houselots area and to submit his recommendations regarding General Plan and zoning applications.
