PC -35 November 1, 2018 BILLS FOR The Chair directed the Committee to proceed to the next order of business, Bills ORDINANCES: for Ordinances. Bill 204: AMENDS ORDINANCE NO. 06-47, WHICH RECLASSIFIED LANDS FROM SINGLE FAMILY RESIDENTIAL (RS -10) TO GENERAL COMMERCIAL (CG -10) AT WAIAKEA, SOUTH HILO, HAWAII, COVERED BY TAX MAP KEYS: 2-2-028:030,032 AND 033 (ADDlicant: Janice Oshiro) (Area: 28.002 sauare feet) The Windward Planning Commission forwards its favorable recommendation for this amendment to request a five-year time extension to complete construction and an administrative time extension that could provide for an additional five years to complete construction, to allow for the conversion of two existing single-family dwellings into office spaces. The property is located approximately 163 feet northeast of the intersection of Kilauea Avenue and Lanikaula Street. Reference: Comm. 1135 Intr. by: Ms. Eoff (B/R) Motion to Approve: Ms. Poindexter moved to pass Bill 204 on first reading. Seconded by Ms. David. CHR. EOFF: Council Members, we have the background report from the Windward Planning Commission and we have applicant, consultant, Mr. Syd Fuke here. Would you like to come forward in case there are any questions or would you like to provide us a little bit more background? (Note: At this time, Planning Consultant Sydney Fuke, representing applicant Jan Oshiro, came forward to address the members of the Committee.) MR. FUKE: Thank you very much, Madam Chair, my name is Sydney Fuke. I'm here representing a good friend of mine, Jan Oshiro. She had, actually the family had the property a number of years ago. And they were all kind of set to do something, and unfortunately, her father passed away. So, that kind of waylaid a lot of their plans for the property. But, nevertheless, there are two dwellings on the property. And, you know, the property has since been used productively. They've been kind of renting it out. But her ultimate goal is really to convert those dwellings into small little offices. But, you know, that will take some time. That will take building permit activity, change of use permits, so on and so forth. And in the meantime, the time to convert those structures into commercial kind of like lapsed. And so, that's the reason why she's asking for the extension and we respectfully request your approval for it. Page 2 PC-35 November 1,2018 CHR. EOFF: Okay, thank you. Council Members, do you have any questions? Okay, and before I go ahead and take a vote, I forgot to mention that Ms. Lee Loy was also absent today. Okay, thank you. Council Members, all in favor of Bill 204 please say "aye." Vote on Bill 204: The motion to recommend passage of Bill 204 on first reading (Approved) was carried by the following voice vote: Ayes: Committee Members Chung, David, Kanuha, O'Hara, Poindexter, Richards, and Chair Eoff– 7.
