CALL TO The regular meeting of the Committee on Environmental Management was called
ORDER: to order at 2:55 p.m., in the Council Chambers, Hilo, by Ms. Eileen O'Hara, Chair.
Aloha, sorry to interrupt the Committee on Public Works, but we are running late
on the Environmental Management Committee. And I would like to open the
Committee on Environmental Management.

CHR. O'HARA: The purpose of the meeting—we have two communications and
a bill on the agenda. I have spoken with the department head and because this
hearing on Public Works on Resolution 731 appears that it's going to take us
some time to get through all the testimonies. They were in agreement to postpone
the Environmental Management Committee until our next committee date, which
is November 19'h. So, motion to postpone?

DIRECTOR BILL KUCHARSKI REGARDING THE ENVIRONMENTAL
ASSESSMENT FOR THE HILO COMPOSTING FACILITY

Motion to Close file: Ms. Poindexter moved to close file on Comm. 1131.
Seconded by Mr. Richards.
Vote on Motion to Mr. Richards moved to postpone Comm. 1131 to
Postpone: November 19, 2018. Seconded by Ms. Poindexter
and carried by the following voice vote:
Ayes: Committee Members Chung, David, Eoff,
Kanuha, Poindexter, Richards, and
Chair O'Hara — 7.
Noes: None.
Absent: Committee Members Lee Loy and Ruggles — 2.

CHR. O'HARA: Okay, and the other one is Bill 192. Could you read that in
Clerk?

ORDINANCES: Bills for Ordinances.
Bill 192: AMENDS CHAPTER 2, ARTICLE 40, SECTION 2-202, AND CHAPTER 14,
(Draft 2) OF THE HAWAII COUNTY CODE 1983 (2016 EDITION, AS AMENDED),
RELATING TO THE DEPARTMENT OF ENVIRONMENTAL MANAGEMENT
Establishes an Environmental Quality Control program to mitigate nuisance
factors at County facilities and County -owned properties under the control of the
department, such as improperly -handled refuse and wastewater, invasive plants,
and feral cats, dogs, and pigs.
