County funds will be used to expand the bike-share program in Kona from three stations to five stations. Enclosed is a resolution authorizing the Department of Parks and Recreation to provide $30,000 to Peoples Advocacy for Trails Hawaii, pursuant to Hawai`i County Code (2016 Edition as amended) Chapter 2, Article 25, Section 2-139(a)(3)(A). The Department of Parks and Recreation requests that this resolution be waived from the Finance Committee and be placed on the December 19, 2018 Council agenda. REQUEST: Pursuant to the Hawaii County Code section 2-139(a)(3)(A), Council approval is requested for a grant award of$30,000 to the Peoples Advocacy for Trails Hawaii, a 501(c)(3) organization, to expand the bike share program in Kona from three stations to six stations. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Department of Parks and Recreation would like to provide a $30,000 grant to Peoples Advocacy for Trails Hawaii to expand the bike share program in Kona from three stations and 32 bikes to six stations and 59 bikes. Peoples Advocacy for Trails Hawaii is receiving $120,000 in federal Transportation Alternative Program (TAP) funds through State DOT for this project. The $30,000 in grant funds from the County will assist with and provide matching funds for the total project cost of$150,000. This expansion project will benefit an increased portion of the population offering accessibility to bikes for more efficient transit trips and can replace the need for a personal vehicle. The project will also offer additional recreational activity for the rise in biking among the elderly population. The department requests that this bill be waived from Finance Committee and proceed directly for Council's review to help expedite this project.
