I am a long-time resident of Hawaii island.I have a vacation rental on which I pay both GET and TAT taxes monthly. - My rental helps me afford to live in Hawaii and to have an ohana where I can both have rental income and still host visits from family and friends. I also contribute to the economy by referring guests to local businesses that they would definitely NOT find on their own. Fees are used to fund registration and"enforcement"efforts for vacation rentals. Fees should be the same for all owners of properties of similar income levels. C,D Ea? Instead,I suggest a SLIDING SCALE such as the following: $100 for owners who pay taxes on rental income of<$5000/yr. $150 for owners who pay taxes on rental income of>$5,000/yr.,but<$7,500/yr. $200 for owners who pay taxes on rental income of>$7,500/yr.,but<$10,000/yr. $250 for owners who pay taxes on rental income of>$10,000/yr.,but less than$20,000/yr. $300 for owners who pay taxes on rental income of>$20,000/yr.,but less than$40,000/yr. $350 for owners who pay taxes on rental income of>$40,000/yr.,but less than$60,000/yr. $400 for owners who pay taxes on rental income of>$60,000/yr.,but less than$80,000/yr. $500 for owners who pay taxes on rental income of>$80,000/yr. Having a lower annual fee for owners of vacation rentals who are required to have a non-conforming use certificate will increase the number of participants and increase the income from fees collected by the county that can be used for registration and"enforcement". I am a long-time resident of Big Island.I have a vacation rental on which I pay both GET and TAT monthly. I refer guests to local businesses to make their vacations more memorable'and increase the experiences they have on Big Island. I am a long-time resident of Kona.I have a vacation rental which helps me pay my mortgage and still have a space where friends and family can visit.I cannot do a long-term rental because if I do my family cannot visit. Encouraging vacation rentals will help local residents with the high cost of living in Hawaii. Encouraging vacation rentals will help the ever-increasing number of tourists have affordable lodging as well as contact with local people who make their vacation experiences very personal. Encouraging vacation rentals will increase the income of the county government via excise taxes on all goods and services. I believe that ultimately it will also increase the amount of GET and TAT income of the county government,since the State of Hawaii will share a more equitable proportion of GET and TAT revenue with the counties. Encouraging vacation rentals is a win-win-win situation for the county. Date: Monday,November 19,2018 12:51:34 AM, Aloha Council members, CI ALLOW RESIDENTS TO REBUILD and EXTEND DEADLINES for areas affected by recent volcano eruptions = and hurricanes:for Vacation Rentals,for Non-conforming properties and AG lands to the current Bill 108. It is ju `.+ not right to make it impossible for people whose homes were damaged by natural events to not be able to rebuild _ --: .- their homes and vacation rentals and regain their incomes from vacation rentals.All of the areas most affected by .o natural disasters are also the areas where it is already difficult to make ends meet.
