Hanama Place is presently a no parking zone except for a short section directly in front of the Kailua Trade Center. We reviewed this request and concluded the proposed one-hour time limit would improve vehicle turn-over and discourage individuals from parking all day; however, at their November 13, 1996, meeting the County Council members determined that a no parking zone, accessible stall or a loading zone would be more appropriate for this location. We contacted Mr. Rolf Vossen and he feels a loading zone would best serve the Kailua Trade Center. As such, we request Bill No. 337 be filed. We request the Hawaii County Code, Chapter 24, Article 10 Section 24-288, Schedule 36 (freight loading zones) under Kona be amended by adding new item as described in the attached draft for an ordinance.
