These funds will be used to support and facilitate efforts to increase access to affordable Internet and broadband services in unserved and underserved areas of Hawai`i County. Enclosed is a resolution to enter into an agreement(MOU) to accept these funds. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $100,000 grant. REQUEST: The County of Hawaii would like to enter into an MOU with the State of Hawaii DCCA to support and facilitate efforts to increase access to affordable Internet and broadband services in the unserved and underserved areas in Hawaii through a project called Hi-WiFi. DCCA shall pay to the COUNTY an amount not to exceed ONE HUNDRED THOUSAND AND NO/100 DOLLARS ($100,000.00) for the performance of the Work. The maximum amount of compensation above may be increased upon written mutual agreement between the COUNTY and DCCA. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): DCCA,through its Cable Television Division, has determined that one method to provide residents in such areas with access to Internet and broadband services is a program that offers free public WiFi hotspots at government locations, which may extend communications infrastructure to underserved areas and in turn facilitate communications providers' offering of affordable Internet service in the surrounding community. DCCA desires to implement the Hi-WiFi Pilot on Hawaii Island because it presents the greatest challenge in providing Internet and broadband access to unserved and underserved rural areas, given the distances and geography presented that make deployment of communications infrastructure to such areas very costly.
