Re: Bill 210,an Ordinance Amending Chapter 21,Article 4,of the Hawaii County
Code 1983 (2016 Edition,as Amended) Relating to Sewer Service Charges
Dear Chair Chung:.
The Department of Environmental Management(DEM) supports Bill 210.
The Wastewater Division (WWD) of DEM requires sufficient funds to protect our
environment through the effective management of wastewater, as mandated by the County
Charter. There has been no increase in sewer fees since 2002,and the burden of managing
the obligations of the WWD with diminishing funds has precipitated this request for higher
sewer fees. The proposed rate increases are designed to result in the WWD Sewer Fund
ceasing to draw General Fund monies within three years.
