Subject: Bill 192 (Draft 3)Regarding an Environmental Quality Control Program to
Mitigate Nuisance Factors at County Facilities Managed by the Department
of Environmental Management
Dear Chair Chung:
Pursuant to the Hawaii County Council's November 20,2018,referral of Bill 192(Draft 3)to
the Environmental Management Commission("EMC")for comment and recommendation,the
EMC met on November 28,2018,and discussed the bill.
Five commissioners were present at the meeting. Four commissioners voted against
recommending adoption of the bill, and one commissioner abstained.
Thank you for the opportunity to review and comment on Bill 192(Draft 3).
