Page 2 Hawaii County Council-55 December 5, 2016 Res. 728-16: EXPRESSES THE HAWAII COUNTY COUNCIL'S HEARTFELT GRATITUDE TO COUNCIL MEMBER DENNIS "FRESH" ONISHI FOR HIS YEARS OF DEDICATED SERVICE TO THE COUNTY OF HAWAII Reference: Comm. 1183 Intr. by: Mr. Kanuha Motion to Approve: Mr. Paleka moved to adopt Res. 728-16. Seconded by Ms. Eoff. CHR KANUHA: Mr. Onishi, do you want to start us off? MR. ONISHL Thank you, Mr. Chair. You know, I really appreciate all the years, you know, I didn't realize I would be able to fulfil the eight years that each Council Member is allowed. And it was great memories and great times, being on the Council for eight years. And I was kind of joking around before time, when I told you guys I'm going to take long, right. Because of my eight years, but I'll make it really short. You know, like my first term when we first got in as freshmen. Council Member Guy Enriques and myself, you know, being like sports coaches like Guy with volleyball, and I with basketball. We always thought as a group we could make everything as a team, a team effort, right. Because then if you know about sports, not like golf, or tennis because they're individual. But if you look at others like basketball, football it's all team efforts, there's no "I" in a team, right, it's all "we." So we came in with that philosophy thinking that we could have all nine members from all nine different districts working all together for this island. But what we found out was that, you know, and in any sports first you need one strong coach, someone that can lead the whole group in one way. But then that person also needs to be a person that can bring everybody together right, from the "I" to "we,"but it never could happen. When people have their own personal agendas, that's when it gets up to a situation where it's an "I" thing not a "we" thing. So after one year working this, we found out it couldn't happen. And from there on it was just history, right. I remember my uncle Elroy Rosario he told me when I first mentioned to him about this philosophy he said, "You know, it's not going to work." It's always going to be a majority and a minority group, right. And back then when he was running there was like the Republicans and Democrats, and the Green Party, right. So he told me that's not going to work; and I said no, we're going to try and do it. But then like I said after a year I went back to him, I said, "You was right, it doesn't work." And he goes, "No you got to work hard on it." So I'm looking at Page 3 Hawaii County Council-55 December 5, 2016 him like, wait first you told me it's not going to work, and now you want me to try and make this work, right. But we couldn't. So it got split, and as my different terms it was an always a majority and minority group. In my second term one of the main issues during that time was about the elections. And you know, people read it in the papers, people seen what was happening, and you know, I'm proud of myself that I didn't just sit back and not do nothing. I tried to have the State come, be involved and help Hawaii County with trying to fix this problem, right. And it never happened until after the primary elections, and some of you guys know when that happened, right. We had precincts that was not opened for hours, and there were like things like boxes was here and there and so forth. And to me I felt that as Council Member, you need to stand up for what is right and wrong. And you know, sometimes it was mentioned like you're not going to always make everybody satisfied. And that's when like even in my first term, I found out you're going to make half happy, and you're going to make half sad, or not agreeing. But to me as a Council Member, I always made my decision on what's the best for the majority. And to me, if you look at my record, that's what I always did. I would have hoped that people wouldn't hold grudges of your decisions, and they need to move on. Because then like I said, again, it goes back to you as Council Members. If you have personal agenda then you're going to feel hurt. You know, you're not going to like that person, but if you think of the whole island then if you don't get it your way you're going to forget about it, because you're going to understand this is for the majority, and not for the minority group. So it's just something that I always felt proud of, that I made the correct decisions. In my third term, and I'm going to just take bits and pieces of, you know, what happens in all my terms. I was kind of happy to see about the fire ant program. I was really disappointed in my years of service that the State did not step up on our invasive species, right. I mean we had from Coqui Frogs, to the Nettle Caterpillar, the fire ants, and now we have the Rapid `Ohi`a Death. We have the Coffee Berry Borer, right. All this kind of stuff that came from outside. And you know, as a County, and you know, like Margaret wanted to do, I think was this past term, to make an agriculture department. And I can see why she wanted to do it, but it's resources that we don't have. And why would we duplicate when the State has it and that's their responsibility. Yeah, people can say there was a down economy so we had a cut back, but we also needed to protect the islands. And for some reason Big Island was always the island that would get all these invasive species, and we didn't get the resources. And then the main thing was for the guys in Honolulu to contain it on their island, and don't let it spread to theirs, right. And if you guys know this one time when had the fire ants in Waimanalo, I mean it was like one State of emergency. They got all the resources Page 4 Hawaii County Council-55 December 5, 2016 to go in and try to eradicate the fire ants in Waimanalo, right. So working with Parks and Rec, working with the Hawaii Invasive Species Council, which I didn't know for the first two terms about them. But then through people talking to me, or I asking questions we found out that there's this funding. So we applied and then we got this grant money, and I told the guys at that Council that if you folks give us, and we wanted like $300,000 or whatever it was. I told them we need the startup money to first contract workers, and also to get pesticides and equipment for this program. I said once you guys give us this money, you won't see us back here. Because I told them I'll make sure that this Council, and this administration will make it all permanent, right. So through the process it went down all the way to $100,000. So then I had to go and talk to, and that's why I always praise Chairman Enright with the Department of Ag. He helped us in getting it back up to like $200,000. So at the last meeting when we had to go and lobby for this, they were going to bring it down all the way to like $150,000. And right there I just stood up, and said, "No ways. You ain't taking that monies,"right. I told them we cannot afford going that low, so we settled I think was for $175,000, $180,000, right. So that's how this program started, and with this money it paid for those three staff for like over a year and a half I think. And also we purchased a lot of pesticides for them. Then the next thing that I was looking at, because it was so successful with this three-man crew. We looked at how the ants was getting into our parks and facilities, and it was because of the neighborhoods. So that's when I went back up again, and I told the HISC (Hawai`i Invasive Species Council), "Well I told you guys you wasn't going to see me again." But I'm here again, but it's because it's a different program. And that's when we did the voucher program, okay. And so asking for like over $200,000, we ended up with only like $96,000 something thousand. So that's one thing that I'm proud of, and as of today we have a three-man crew that's permanent in Parks and Rec. And it's called the vector control. And so they will be going around and working all the different parks. And I'm right now trying to get Department of Agriculture to give another $30,000. So they can contract hire more staff, so that they can cover more of that area. Like more parks, more facilities, because we have over 80-something parks I think they're only reaching out to like 60 or 50 parks. So there's a lot more that they've got to do. I know I'm taking a little bit long, sorry. My last project is basically getting the Haihai Fire Station completed. It took me over eight years, and I was going to put that as my first term. But then I figure I'm going to put that on my last, because that's when it really came into effect, right. Now it's being built. But you know, I remember Mr. Eagan talking about Page 5 Hawaii County Council-55 December 5, 2016 the park in Paradise Park, and I've seen how things operate in the system of trying to get something built. And I guess it took me eight years. First of all, the first step was to get administration aware of what the problem was, because nobody really knew. It wasn't on the radar. Second thing was, you need to find a land, right, so that took a while. Then the third thing was, you've got to get the funding, right. Oh, before the funding—well you can get the funding, but also you needed to get your community support. So in the last term when it was progressing and we had the plans of how the building would look, I made sure that they made a community meeting within that area. So we had people come out, vector control was here, and they had all their concerns. So there were like from noise, to traffic, to flooding, and all this kind stuffs. The consultants went back, they did their corrections. I said okay, we've got to fix all their concerns. If not we cannot move forward. So they did that, then they were going to move ahead. I said no, wait a minute, we're going to meet with the community again, to show them this is your concerns and this is how we fixed it. So we did that, we brought it back all here, had that meeting, and they were all happy. And then from there that's how we could move forward. And now I was hoping that this building was built before I leave, but I'm okay. What I'm hearing it's going to finish in February, so I hoping that maybe they'll invite me to come. But it's like something where from start to finish you were involved with. I mean I worked with the State and also with Gordon Height. And I've got to give him a lot of credit of getting the State to turn over the two acres to the Hawaii County. But also I need to thank Mike Tulang, because he was the one leasing that property for his pasture land and he was willing to give up the two acres from his lease to help build this facility, which was needed because of the alignment of Kawailani was going to take away some property. And you know, what's so funny was that because of that they was going to take away 10 feet front in the property. We looked at trying to go back of the property and expand. But then if you guys all know where Kawailani Fire Station is, behind is the golf course. So the third hole would run into this problem of expanding the fire station, so I had gone to Troy Tomiya, which is the golf course manager, and asked him, "Hey Troy, would you mind if we do like back to back par threes?" And you know, if people who golf, you don't really see any back to back par threes. He goes, "No Fresh, we no can do that." So I said, "Okay, because we've got to relocate the green." So now from relocating the third hole green, we had to relocate now the tee off to make the distance. So if you do that, then it came in line with the second hole green, so we would have to rearrange with a second hole green. So it was a domino effect, right. And in this construction funds there was no money for all this renovations. And so the best thing was, let's just start from scratch and build Page 6 Hawaii County Council-55 December 5, 2016 one new facility, because then either way you're going to have to pay, right. So the old one was all termite eaten and so forth so it was justified to why we needed to build this new one. Point of Order: MR. ILAGAN: Mr. Chairman, can I call a point of order. MR. ONISHL And so that's why for my eight years, you know, I really appreciate it. But you know, like someone mentioned about staff, and before I end I wanted to introduce my staff And my long time staff from when I first started to now when I'm ending is Darlene Espejo, Darlene can you come up? You know, Darlene has always been with me from the start like I said, and sometimes I can be harsh. Because I'm a worker, I want to work in the community and get things done. And she always was there to help support me. And then you know, the last term I got Darlene to become my Leg. Assistant. And then she was like, "No, I cannot do that." I go, "No, you can do it." I said, "Don't worry, my last term we're not going to do as much work." Right, because we're on the down slope already. So it's like cruising down, but we did still do a lot. And I told her, "You can do it, and you deserve it. You deserve to have this pay raise, because of the commitment you always gave me." So I really appreciate her, I don't know where I would be without her. Because then she also as being the Clerk too, would always have my schedule everything, all my paperwork all set for me to go. And so I always had an easier time, and she always supported what I was doing. And my last one is Amber. I call her—her last name was Santos, but she married to Kepoo. You can come up. So Amber, I used to coach her in basketball when she was younger. And one day when I was walking households I seen her, and I go, "Hey what you doing?" She said, oh, "I'm not working." So when this opened up, because I needed a full-time person. I called her up and it was like two days after I seen her when I was walking, and she goes, "Wow, I'm so shocked." And then Amber was supposed to continue working in the office, but then I just found out that she got a job with the Mayor's Office as a Clerk, so that's great for her. So I just want to say thank you, not only to this present Council, but to the past Council's that I worked with. It was interesting to see, you know, how you can get nine different ideas, yeah, on one single issue, right. And it's amazing, but it's also great, because then you can see their viewpoints, right. Sometimes to me no make sense, but times it does make sense. So that's always good. But thank you very much, for letting me serve with you guys. Thank you. CHR KANUHA: Thanks, Fresh. Greggor, go right ahead. Page 7 Hawaii County Council-55 December 5, 2016 MR. ILAGAN: Thank you, Mr. Chairman. First of all that was the longest speech I ever heard. Actually that's the longest a Council Member ever held the floor. Never broke so many rules in this Council chambers at one sitting. But I just want to say I really appreciate this man, because Fresh Onishi, even though some people in Puna say stay away from Hilo because they're the good old boys and they are always against Puna. But actually Fresh was one of the people who helped me out to accomplish the things I need to do for Puna, so I really appreciate that. He took me under his wing when I went over to the State side. He showed me how you can actually get things done in the State. And it's simply being nice to the State Legislators and also Omiyage, the gifts, got to treat them with gifts. And he showed me really how to be a great legislator, because you need to have those connections. And to get those connections, you are able to get things done like he did with the fire ants and all the other monies that he got into the County. And even though he was the shortest guy in the room, he stood the tallest, because he knew all these people. And I really respect Fresh, even though sometimes we do bump heads, I mean you should see Fresh. That smile of his can go upside down, because we just disagree and I stood firm and he stood firm; and eventually though we realized that we have common ground. And we treat each other with respect and we treat each other as friends, and that's how we continue on with our relationship on the Council. I just want to say, Fresh, it's been great working with you, you did so much in this last eight years as a Council Member. And I know you're going to do more even as a citizen or what you decide to do. But I know we won't see the last of you, I feel like there's going to be Fresh signs out there in the future. But I just want to say, thank you for being my friend. And thank you for sharing your knowledge with me, and I wish you the best of luck. MR. ONISHL Thank you. CHR KANUHA: Thank you, Mr. Eagan. Ms. Poindexter. MS. POINDEXTER: Yeah. Coming in on my first term, I want to say thank you so much. If it wasn't for you and your staff, I don't know how we would have gotten started. Because we came in all green, learning the process. So I appreciate the time that you allowed for my staff to be nurtured by your office. And I know that you were a good person from that start, because my daughter Mikela was all in love with you at first. And she would always talk about Fresh, and when he had his campaign signs out she knew it. She knew when we would drive up by my uncle's house, and she would go Fresh, Fresh. And then when they started showing the Council meetings on TV back then, she would freeze you Page 8 Hawaii County Council-55 December 5, 2016 on the TV page and watch you for a while. And then I would bring her to your office, so that she could meet you in person. So I kind of gage that through her, knowing a good heart. Your office was always welcoming. So much goodies whenever I was hungry. I think I got diabetes because of your office. If anybody was hungry, you could go to Fresh's he had everything you could think of, everything. Just a welcoming guy. And I like what you said earlier, telling us not to hold a grudge, and that we all have all our own opinions as our own districts as we represent that. And I really appreciate that, because we have disagreed on a lot of things. We've exchanged words, but at the end of the day we were just friends. And I appreciate, you know, us when we first came on and we were going our D.C. trip, and how you helped to create that camaraderie. And that was a fun trip, because we got to know each other, we got to learn the ropes at you know, the convention. So I appreciate that, Fresh. Truly, from the bottom of my heart, I wish you luck. And I know that you will not disappear from us, because you have so much work to do. And thank you for all the work you've done. Thank you, aloha. CHR KANUHA: I don't know whose next, Ms. Eoff. MS. EOFF: Thank you, Mr. Chair. Fresh, I want to thank you so much not only for your eight years on the Council, but you put in I think 20-something years in the County prior to that. And you know, it just shows your commitment to community services. But what you said earlier the divisiveness or the majority minority, I mean I was watching the Council back then too. And actually was a staff person during your first two terms, and I know what you're talking about. But I think in your next two terms, I think we blurred those lines a lot. And I think it probably had to do with your determination to make that happen. Because although we had differences of opinions, you could never tell. Really from my perspective, whether there was majority or minority, it was just kind of independent thinkers trying to make the best decisions from their point of view. And like you said, your smile, your contagious attitude, I think really did influence the way all of us could get along as one body. And I think that's something to strive for, and I think you've helped to do that. You've made friends with, I don't want to say enemies but you've made friends with all of us. And I think that's a credit to your years of service, and your vision for how the County should act as a team. So I thank you for that, and I hope we can continue on in that progress that I feel that we've made as a County and as a body of County Council. So thanks, Fresh, and I too hope that we see you all over. Especially we're picking up, like you said, somebody's got to run with the little fire ant issue. And Page 9 Hawaii County Council-55 December 5, 2016 just so you know we on the west-side are not only looking at that but the `ohi`a death as well with Big Island Invasive Species Council, and I would honor and hope that you would keep in contact with us and help us find our way to be successful in getting more money from the State and whatever else we need to do. Mahalo for everything, Fresh. MR. ONISHL Thank you. CHR KANUHA: Mr. Paleka. MR. PALEKA: Fresh, you know, not many people know, but me and Fresh we go way back. I mean we use to play baseball together when we were young kids. Sun Long Dragons, in this kind of weather. MR. ONISHL That's way back. MR. PALEKA: That's way back. But now Fresh, you know, you always served your community very well, and that's one thing I really truly admire about Mr. Onishi. He's someone, he's a good thinker, and he knows how to get things done, a quick learner. But he'll follow through, that's what I really appreciate about you, Fresh, is you follow through you make it happen. And I try to model myself in that same fashion. But I also want to thank you for your welcoming spirit, not only here but when we went to NACo (National Association of Counties) and Western Interstate Region, and teaching me how the workings are in the different levels in our Legislative branches. I really appreciate that, and introducing me to a lot of people. And kind of mentoring us on how the Legislature is, and specifically in Hawaii. And just watching you, the way you go about getting things done, gives ideas. Hey you just got to keep banging away going at it, once you set your mind to it,just make it happen. And I really appreciate and I admire, I'm kind of jealous too, man. You know, your district got some stuff done, you should be real—mean. I'm happy I kind of live over too, at Kapiolani Street area. New fire station coming up,just went to the golf course the other day take a look and wow, this really coming along. And I asked the people there, how do you like the new digs? They're really, really happy. And I think the community really, really appreciates that golf course. It's so much better, yeah. But Fresh,just from our Lehua and Hilo Jaycee type days, you know, we kind of new the same people and I see one brother in the back there, Eddie Alonzo, too. You know, we all started out doing community service that way back when we were young kids, you know. And that's the thing, you're sincere, it's in your heart, in your soul, it's true, you're just being true to yourself. And I appreciate that bradda, really. Fresh, thank you, and we had good times when we was alright, I'll never forget it. Thank you, bradda. Page 10 Hawaii County Council-55 December 5, 2016 CHR KANUHA: Ms. David. MS. DAVID: Mahalo, Chair. Fresh, I really want to aloha you, and thank you for making my first term a very memorable one. And all though it is the end of my first term, I worked like Ms. Eoff as Council staff with Council Member Pilago. So I appreciate you honoring Darlene and your staff, because I think when you understand and you acknowledge that, I think it shows what a great person you are. So for me on a different level, I've experienced what you were talking about. And working together is very important, whether it's on this Council, whether it's outside, there shouldn't be any lines but just different views. I really thank you, I think this term demonstrated that we had a really good Council. Where we could disagree, but we always—especially with your commonsense opinions and your jolly attitude. The bottom line was everyone treated everybody with respect no matter what. So I wish you all the luck in the world. Please come to Kona and help us out like Ms. Eoff said, with our invasive species. Because that's very important for this island, and I know you know that. I aloha you very much, and you're always welcome in Kona, okay. Good luck to you and we'll see you soon. Aloha. CHR KANUHA: Mr. Chung. MR. CHUNG: Thank you, Mr. Chairman. You know, this is like the fourth time I've been through one of these sessions, yeah. And you know, if I knew it was going to be treated like a funeral service, you know, I would have worn black too. But I guess I didn't get the memo. You know, Fresh talked about—oh yeah there's one more thing too, I think for those of you out there and for those of you on this Council who don't know, you know, in the past if I don't have something good to say, I don't say anything during these types of session. But I have a lot of good things to say about Fresh, so I am going speak. You know, he talked about working with people, what he learned during his first term. And really, you know, I thought about this many times, you know, the ability to work with Council Members. It's a kind of interesting art form. And the reason for that is when you have nine people from different districts, different life styles, different experiences all coming together to work for the public's good, it's not easy, yeah. But you know, I was fortunate enough to have an experience with Fresh. You know, we're friends. Just like Danny, for a long time—I've known him for a long time. So when I came in to work with him, you know, I had at least that going for me. And you know, we do share a lot of the same positions on issues, because we Page 11 Hawaii County Council-55 December 5, 2016 grew up from Hilo, we Hilo boys, right. And with that comes a certain way of looking at things. And we talked about how we can look at things differently, but yet still come together. But hopefully that holds true. When Fresh first got elected on election night, I was on the radio. And I remember telling him, I don't know if you remember that? I said Fresh, I know one thing, you're going to be a real lovable Council Member. Do you remember me telling you that? I used that word, and I'd like to think that I was correct, yeah. But more than that though. I've got to say, Fresh, I'm really proud of you, you know, both as a member of the public and as your friend. You've really shown more than being a loveable guy, yeah. I respect you for your hard work, I think nobody can deny that you're one of the hardest working Councilpersons that I've ever seen. I've also stated that on the record at least several occasions, but as recently as about two weeks ago. That if you judge a Council Member by the amount of CIP (Capitol Improvement Project) that they bring back for the district, Fresh is the greatest in history and will never be topped again. And I mean that. Yeah, he's pissed me off on a number of occasions, I got to tell the truth, right. And I'm sure I've done the same thing. But we did that even before we were colleagues on the Council, right, so there's no difference. But you know, at the end of the day we were able to share a drink or two, or three or more, yeah. And talk about our differences, and move on. But I just really wanted to say basically how proud I am of you, Fresh. You've really proven yourself to be a fantastic Legislator, Councilperson. So congratulations, and thank you. CHR KANUHA: Thanks, Aaron. Anybody else? Fresh, go right ahead. MR. ONISHL Thank you, Mr. Chair, for my second time. You know, I've got to explain how I became a Council Member. And we all know the previous Council Member ran for Mayor, so it opened up a seat. So me being on the County for like 21 years in government, you see the up and downs on how things work. My passion was always for the youth, because I was with the Recreation in Parks and Rec, and also with HI-PAL (Hawai`i Police Athletics League)program, the Police Activities League for 14 years. And also I worked with the Senior Recreational Program, and that was like for four years. So I always wanted to take care of the youths, and I always wanted to take care the seniors. And you know, during bad economy times, the first programs to get cut is our social programs, which is our youths and seniors. And so I wanted to make sure that could be protected. So one day I called up Aaron, Mr. Chung, and I asked him, Hey what you think, you think I should run or what?" Because you know, like he said we go way back, and I trust his judgement. He said, yeah sure go for it, right, and so that's how everything started. And then I was successful, and he told me you work hard you're going to get one easy time. Nobody going to run against you, because you're going to do good in your district that everybody is Page 12 Hawaii County Council-55 December 5, 2016 going to be happy. And which I was lucky for my last three terms, I went unopposed. And that was a great feeling, because then you know for a fact that you are working hard for your district, yeah. But also I needed to mention was that, it wasn't just the Council and myself getting things done. You had to have this relationship with the administration, and I always, if you folks know, always preach that; that you need to get a good relationship with not only, you know, the State level or the Federal level, but also on the County side. You need to work with the Mayor and his Directors, because that's how you're going to get things done, right. And without having that relationship you're going to butt heads and nothing is going to happen, and who loses out? It's the people in your district, right. So you have to put things on the side because you're working for the people of your district and also for the whole island and that's who is going to benefit. So I always mention that, and I'm hoping that you folks continue building a relationship not only, like I said, with the Federal and the State level but also the County. Working with the next administration, you know, the Directors, the Mayor, and you know, moving this island forward, okay. Because we already built the foundation in your past terms, now you guys got to move it forward, okay. So I'm hoping that can be done in the coming years, so I really appreciate. Thank you, and I'm sorry if I missed anyone that I should be saying thank you. You know, like I said in eight years you do a lot, I mean I also got to mention one more person. He's with the Department of Transportation his name is Ford Fujikami, and Aaron got to meet him and so forth. Ford really helped out not only like on the airport side, but also roads. He—you know, one of my last projects for my last term was getting Kalanianaole repaved, or reconstructed from the Ice Pond all the way to the Gas Company. Going through the process, I found out right by the harbor area on both sides of Kalanianaole, it's owned by State. And also on Silva Street, there's a portion that's owned by State. So now County and State projects, County not going to pay for State, and State not going pay for County, right. So now you pave on the County side, but now come to the State it ain't going to get fixed, right. And then on the other side is County so that's going to get fixed, so you're going to get good, bad, and good, right. So I was looking like, "Oh my God, this cannot happen." So I went up, got to meet with Ford, and asked him okay—well talking to Public Works they told me we needed $500,000 to just do their portion. Went up to see Ford asked for, you know, "We doing this project we need your guys help, is it possible for you to give us some funding?" He said, "How much?" I said, "$500,000." They said, "Okay, we'll give you that." Process was going on, now came up to like $700,000 or $800,000. So now I was thinking like, "God, I got to go back to Ford and ask him I need another $300,000,"right. So scheduled meetings went back to Ford. You know what, now the construction price is up to $800,000." He said, "Okay, we'll get it to you." Page 13 Hawaii County Council-55 December 5, 2016 Then I didn't hear anything about for two months, then we had a resolution one time accepting $1.7 million from the State Transportation for that project. I was like, what went up to $1.7 million, but the State with Fords help gave us that money, the $1.7. So now this whole construction can be done with the County funds and also with the State funds and make it right through, now I'm hearing from Verna's, from the intersection going all the way down to The Gas Company. And that should be happening hopefully within next year sometime they'll start. So I really appreciate, you know, the working relationships that I had with the State side. And not only with the Legislature, but with the department heads. So I say build that relationship, because things can go far for you folks. Thank you. CHR KANUHA: Thank you, Mr. Onishi. I don't think you like leave this Council room, yeah. You know, I didn't think you could add to the longest speech ever on the Council floor, but you just beat your own record. And I just want to first thank the people who came up. And Marlene, I really enjoyed working with you, because I liked how organized you were. I like how prepared you were at the meetings, and you made our job actually easier than doing it ourselves. I wish that there are more people like yourself, out in the community who comes up to the Council Members, because we can't do it alone. We need more involved people like you to make things happen. And I wish I can just take credit on some of the things that you did, but actually it's you who did 95 percent of the work. I did the easy part with the five percent to just give you the funding, guidance on what needs to happen, but you did majority of it. And I really appreciate working with you, because you really made my job easier. Bobby, you did the same thing too. When I first meet you it was at a Puna watch meeting, and I didn't know how we were going to—actually it was a neighborhood watch meeting. We didn't know how I was going to get all the neighborhood watches together. But I was glad that you were there, because I needed somebody who can grab people and bring them together while I focus on other things. I knew that you were the one who can continue that work, and that's what you did. And talking to you on the side, I got to know you better. And your accomplishments is great for, I got to stop judging people by their size. Because like Fresh and you you're like the tiniest people in the world, but have done so much things. And I just want to say thank you for that, and you don't even live in Puna, you live in Hamakua. You travel all the way from the Big Island all the way down south east, it's amazing. At night as well, I worry because I'm not sure how good your eyesight are. But I'm glad you made it safe every night from the Puna watch, and your determination and I really appreciate that. And Justin, I'm glad that I got a chance to talk to you, and I think one of my best decisions I made was hiring you in as an intern. This man, I didn't know you were going to befriend everybody here. You are a very charismatic person, and I feel like you have so much potential. I hope someday I can convince you to run for office, because you would be the guy who gets things done and bring people together. Keep doing what you do, and thank you for serving the community. Page 15 Hawaii County Council-55 December 5, 2016 I just want to say thank you to those who gave me the leis too, because I expected to walk out of here with no leis. I didn't expect all of this, I kind of just wanted to say my thanks and my goodbyes. But before I go to the other Council Members and everybody else, I just want to say I normally seek out to God when I'm hurt or in a down position. But rarely and I want to do it more often is thank Him when I am blessed. And at this time I am blessed to be able to have served people for the last four years. I wouldn't be able to do it without everybody's support, and His support. Because I came from amy family only consists of four people. Nobody knew me in the community, I was the youngest Council Member, at 25, running for office. So it was an uphill battle, and I knew I wouldn't be able to do without his support and also the community support. And I also want to thank my family, because they were definitely my biggest and number one supporters. I wouldn't be able to do it without my mom, dad, my sister and my brother. That's my family, five of us. So I just want to say thank you to them, they've been great with the support that they provided. I want to say to the Council Members here, starting with Aaron. I got to meet Aaron, and he is a very, very, smart Council Member. I've never seen somebody who can navigate through the books, go through all these documents without even looking at them. I swear he has Point of Order: MR. CHUNG: Mr. Chairman, Point of Order. CHR KANUHA: Yes? MR. CHUNG: It's not about us. MR. ILAGAN: It is about you, because I wouldn't be able to get the projects that I got without your vote. It takes the majority to get anything done in the Council. And without the one vote to make that five vote majority, I wouldn't be able to do it. I've realized that earlier on, that it takes a majority to get anything done here, and if you're in the minority you can't get anything done. So I really appreciate Council Member Chung, because he showed me that it takes a little bit of stepping back and really thinking about what you're going to do next. And he thought me to stop shooting from the hip, and really just be smart about it. And I just want to say thank you, Amy for serving under him. Me and Amy we bump heads sometimes, but I love her. Karen, I just want to say your juice is awesome, you make the best ginger juice ever. And I wish I can get the recipe before I go. But you are the sweetest, kindest, Council Member that I ever met. And then I met Maile, who is another sweet and kind with lots of love. You both make me feel warm, and at the same time it's hard to not see you without Maile. When I see you, Maile is right there. Page 16 Hawaii County Council-55 December 5, 2016 And when I see Maile, you're right there. You guys are inseparable, and I just want to thank you for your love and your care, because you really showed me a lot of love. And I appreciate that. Dru, we were the young bucks in the Council coming in, and it was six of us. You and Zendo, we were the youngins, and I'm so proud to see as the Chair. Because during my time I got to see your leadership, and I respect your leadership because you were fair. I know you treated me with fairness as well as the other Council Members, and I know you have a lot of potential. I want to thank you for allowing me to introduce some of the bills that I wanted to, and I really appreciate all things that you have helped me. And I know anytime I have to do anything in Kona, I've got to ask you first. Val, we got to talk to each other, grow with each other. I know our trips up in the different NACo travels, that was a lot of bonding that we did. You introduced me to your family, and I really appreciate that, because I got to see who you are as a person and you also have a lot of love. I know you take people under your wing and really help them out. I remember many times that weI guess what I really want to say is that you are a strong person; with your beliefs, and I'm also a strong person in our beliefs. There was times when we can talk about the things that we have in common, and those were good times. I know that you're going to do great leaving this Council as a Chair, and best of luck in those endeavors. I just want to say thank you for all those times I got to spend in your office talking about your family, and what your positions are on those issues. Thank you. Danny, I just want to--oh, and Sunshine and Lenny with your staff, I want to say thank you to them. And you've been also great with the Filipino, providing funding for the cultural events that we have. Jane, Scott, Kaci, with Dru, thank you for your staff Also with Karen, the name escaped me, but Wendy and Kehau thank you to them. Danny, I got to know you, and I'm so glad you came into the Council. Because for once in my life, I got a chance to go with two districts, one Puna. Somebody who I know I can work with, who I can give my ultimate trust to. Who I know, no matter what I do, you got my back. And the same thing whatever you do, I got your back. First time ever I got that feeling, and I'm glad I got to leave here with a person who is as hard working as you. Who does things with their hands, not just talk the talk but also walks the walk. I really appreciate that, because the few words that you do say, you show it by action. And that's the man who you really are. And I wish the Puna community saw that more, but it's hard to get things out there when you don't brag about your accomplishments. And I wish I could have bragged more about your accomplishments, because you have done a lot. And Maile, I love sitting next to you, because there's times I forget my pen, and you have a pen. And there's times I forget the list of the agenda that Karen prints Page 17 Hawaii County Council-55 December 5, 2016 out, that I have to print out and you have it printed out. So you were always willing to share, and I got to also walk your district during my campaign. And talking to the people there, they had a lot of good things to say about you. And that shows a lot by the people that you represent who speak greatly about you, and it gave me verification of who you are that I was experiencing here right where I'm sitting, I was also experiencing there in your community. So I want to say thank you for allowing me to sit next to you, and share this time together. Thank you. I also want to thank some of the staff And a special thank you to my favorite, HR (Human Resources) Jen Jo. She definitely took me in as a son with her two daughters. I really am going to miss her, miss everybody here. But I just enjoy my time while I was here with her. And I also want to thank Joycelyn Iyo. She's definitely like another mother, I have so many mothers now I'm losing track. But definitely sitting down with her and she gave me so much support that, and not even thinking about it she just comes up and she gives me this big smile and she—sorry guys hold on. There's a lot of people here that gave me so much love, and I just want to say thank you to them. Last but not least I also want to thank the other departments and the Mayor's Office, who got the things done while we did things legislatively. And finally I just want to thank my staff Sarah thank you for holding up the fort in Pahoa, I am so blessed to have you because you definitely showed the heart in the office. Where I'm always thinking and moving around, and all over the place, you grounded me to see other point of views that I never thought about, I want to say thank you for that. Nadia you definitely gave me a lot of love, your hugs are like strong man hugs, for some reason I feel like why am I so weak when your hugs just crushes me. But it's a good kind of crush. Peter, I just want to say I am weak in different skills, and I realize that you have been that strength where I was not so good at. And I really appreciate your hard work and determination, and your everyday dedication to the office. I know you're from Hilo, but you treated Puna like it was your own and I really appreciate that. I know Sue, the next Council Member, is going to have a very great person like you, because I know the character you are. You're a really awesome human being. I watched you from we both ran at the same time, and just watching this young determined Filipino young man just get out there and start walking on foot door to door. And the things that you've done and your accomplishments. And for working with me on couple of events that we worked together on, I really appreciate that. I really appreciate the dances at the Filipino gatherings that we would have to dance together. But you have a big heart. You have a truly big heart in that small body of yours. It's a sincere heart, because you have so much aloha for everyone. And I would never forget when we went to NACo, and how I was struggling because I had just gotten through a medical procedure, remember? It was snowing you remember, and you know, we'd be running to catch the train or going across the road. And he was always there just concerned, "Are you okay?" Waiting for me, "I'll help you across,"help me with my bag. He was just such a sincere—the biggest hearted gentlemen that I had ever known. So no matter how young you are, you're so much wiser than beyond your years. And I know you will go far, because you're such a determined guy. You've done so well for yourself, and I look forward to continuing to have a good working relationship with you and helping you in any way I can. So thank you for being a part of my life and my family's life in welcoming them into your heart as well. Thank you. CHR KANUHA: Thank you. Ms. David. MS. DAVID: Well as one of your moms on this Council, Greggor it has been my pleasure sitting next to you. Your energy, you know,just is so reflective of, if I had to do my life over again, I'd get into politics like you did at a very young age and help my community. But I think what you brought here was this young energetic fresh mind, and makes an old person like me, you know,just really proud to sit here. And to see how our young people like you are doing things that will have a great impact on how this island evolves. So you can borrow my pen any time. I also feed you. Remember I give you food also, he comes in very hungry in the morning. MR. ILAGAN: That is true, I eat a lot. MS. DAVID: But really, I'm not going to repeat everything else, but you have warmed my heart, me sitting right next to you. And I'm going to miss terribly, but you know where to find us. Ms. Eoff Page 19 Hawaii County Council-55 December 5, 2016 MS. EOFF: Thank you. Greggor, I don't know if you remember this, but right after you got elected the first time. You came to Kona, and you came into our office. And actually Angel was still the Council Member at that time. Remember him wanting to sit down with you, because he saw in you this potential, a very young man getting into politics so early age. I don't know but you came prepared, you had a pad in your pocket. And I think after that every time I saw you, you had your pen and notepad. But no, you took it out and you took lots of notes and you were so eager to learn from anybody that was willing to sit down with you. So right then I kind of realized wow, you know, I was thinking where I was at your age. When I was in like early 20's, I definitely wasn't interested in the things that you were interested in. And I really admire for that, like Ms. David said, getting involved into your community at such a young age and doing such a great job. So I know you said something tome about the feeling the release that you have right now, it's a lot of responsibility. You took it on at a young age, but I'm sure that experience and your successes will carry you forward. I wish you best of luck in anything you endeavor. And so fun traveling with you. I wanted to just touch on that too, because we had some really great memories together. So thanks Greggor, thanks for being with us, and for being a role model for other young people in our community. CHR KANUHA: Mr. Chung. MR. CHUNG: Thank you, Mr. Chairman. You know, let's rewind about four years when Greggor's name first burst onto the scene, right. You know, I would drive to Puna, I'd see these signs Greggor Eagan. "Who the hell is this guy?" Right? I mean really, right? No more chance, right? Who is this guy? But he won, and why? Because he had energy, and he worked hard. And those are two words that I'm always going to associate with you, and enthusiasm and other really positive things. Because really, you know, when I came in two years ago one of the guys that I really looked forward to working with was this guy. "Who is this young guy with so much energy," and you were as advertised. Greggor, I really enjoyed my time with you, and eating lunch with you, Danny, and Fresh. And just learning about the needs of your community, as well as you personally. You're a good guy, and I think the way that you addressed all of us just a few minutes ago really speaks volumes about what kind of person you are. I mean we all kind of felt like embarrassed, right, when you're talking about us. But it just shows you're a humble guy, always looking to spread or share the wealth with others, yeah. You know, I've only said this about a person once publicly, and it was Curtis Tyler. I made this comment about Curtis Tyler, my former colleague. And I'm going to say this about you too, Greggor what I've learned. And not to say that Page 20 Hawaii County Council-55 December 5, 2016 others don't share this, but I think you've really impressed this upon me. Your word is good. I've only said that twice publicly, and I'm saying it for a second time, your word is good. I've learned that, and I respect that of you, Greggor. I really hope, I know you've got other plans, but I hope that you would consider running for politics again. Because you have a lot to offer, but thank you very much for all you've done. CHR KANUHA: Fresh. MR. ONISHL Thank you, Mr. Chair. I remember that trip in DC that you had to help carry the bags and stuff like that, and then Dru, Karen, and I was up with Ford, and Greggor had to kind of help Val go slowly. I remember that, that was a great trip, and that's how we got to know each other way better. Then I remember the time your first budget, and had miscommunications for whatever reasons. But then I remember sitting with you and talking to you, "Bradda, welcome to the big world,"right. This is politics, right. And this is what you have to be strong at, and if you're firm on your decisions, that's how you have to stand and move forward. But those little things that we talk story about, and it's just for me trying to help you go through what I had to go through and helping you out, so maybe you can do better than what I did, yeah. But was great working with you. Like Mr. Chung mentioned, I hope you do consider running for that district again because you did a lot for them, yeah. And if you need help, I'll be there to help support you. I'm not going to walk the district, because get plenty dogs I bet you. So I ain't going to do that. Guy Enriques, his district he said he had to use a moped, because he said the dogs would chase him, plus the driveways are long too. But good luck, and thank you. CHR KANUHA: Danny. MR. PALEKA: Okay. My good, good, friend. What more can I add? I mean in my colleagues if something not well—but I got to say it has been a true pleasure working with you, and great staff along with mine. I think we can look back and be quite satisfied with what we tried to get done, but hopefully we'll continue to get done with the Puna Community Development Plan, neighborhood watch and those other issues. Yeah, your energy, bradda, it was something amazing to see. Once you get started on something, you're really enthusiastic. The one thing I like about you Greggor is that you think why not. You're not afraid to take a leap. And that's one thing I really, really, admired about you is that you'd go and sometimes others wouldn't. And that's important, because sometimes you got to push that envelope in life. If you don't try, you know, some people might go through life, "I should of, could of, and would of" But at least you try, and you go in there with all guns blazing. It's certainly a pleasure working with you, not Page 21 Hawaii County Council-55 December 5, 2016 only Puna district, but other issues with our Council. And you keep up with some good legislation, some good ideas and followed through and made them happen. That's important, but my friend, brother, thank you, right on. I just wanted to say thank you to our great administration that really helped us. Especially with the Mass Transit, our community partners with BISAC (Big Island Substance Abuse Council) and Rene guys and Marlene. You know, all their hard work, because it's really the community that makes the things happen. They're the ones that drive us. They come to us and say, "Hey we've got to do this." And we try and get it done. All the staff of my colleagues too, Stewart and his great staff, thank you for all the assistance you guys gave us. I know my staff—I've got to say my piece—but they know how I feel. I love them dearly, because really they're the ones that do everything. Me I just show up. It's been a fun two years, I'll be around. I ain't going no place. This is my home. I am going to miss it, I really, really enjoyed working for the community. I liked trying to get things done. To my ohana who stood behind me all the way, thank you so much. Mom, my wife, sisters is here too, and my good friends sitting in the back. Thank you so much, Mahalo. CHR KANUHA: Ms. Poindexter. MS. POINDEXTER: Yeah. When Danny first came on of course sitting next to him and thinking, "Who is this guy?" not knowing him before or heard of him. But over these past two years, I've gotten to know your true Hawaiian heart. I mean you're the kind of guy that, you know,just do your job kind of guy, you just say it, you know. You come from a union background, so strong and firm. My dad came from a union background, and you kind of reminded me of him because every time something would come up regarding the labor force you were there for them, you know, for the underdog. My father would always say, you know, you've got to work for the underdogs who fall into the cracks, nobody taking care of them. And maybe I think that's why the strong connection with BISAC, too. You know, those are the people a lot of times falling through the cracks, the ones that we are trying to deliver the services to. And I think that's why you kind of gravitated to that, because you're that kind of guy that would go down into the trenches and help anyone. You'd probably give them the shirt off your back. That's the kind of guy I see you as. And you always say, "No say cannot, cause can." And you've proven that with that recent ad hoc committee that we thought, "Wow, I don't think he can do that in such a short time." And you proved us wrong. You're a great individual and we're so fortunate to have you in our community. And I really want to work with you in that whole nonprofit arena too, because helping, you know, like with Big Island Substance Abuse, Lokahi Treatment Centers, and Mental Health Associations. Those people sometimes that need the Page 23 Hawaii County Council-55 December 5, 2016 extra help and the extra push to get things done, and you're that kind of guy. You're the guy that gives the extra push, and will stand up for anyone. Nobody has classes in your life, everybody is treated equal. And I appreciate that about you. When I sit next to this guy and I see the tears fall from his eyes, I cry because he cries. Sometimes because I know that something is happening that is tugging at this big beautiful Hawaiian heart, and he's a man that is not afraid to share those tears with us. And so I appreciate that, and like my dad passed and your dad passed, I know that he is just beaming down on you right now. Love you Danny, thank you. CHR KANUHA: Thank you. Mr. Onishi. MR. ONISHL Thank you, Chair. I bet you Danny, from when we were playing baseball and then now, could you imagine we be sitting here as Council Members now? Not in our lifetime, right. It's like what, from our kalohe days and then to be, "Oh my God, what are we doing nurturing the Hawaii County?" But was great to see you and working with you, and I also want to say hopefully you can consider running again too. Because you did a lot, and we can see how you really care about your community and your district. Also like Ms. Poindexter said, the employees, because every time when we talked about staffing or about employment with different upcoming, maybe legislation on something, and you all would mention about the union. But okay, is this going to be protected with the employees and so forth, and this is how like the process is going to be. You don't want no forum, where they're going try bypass like the members and so forth. You always was there to protect them, and I'm hoping that the employees of this County realize that. That they had a voice on this Council that would protect them. So as I say too, consider running again and I'll be there to help you out. Whatever I can, except like I said no house to house. A fellow native Hawaiian just really warmed my heart, because there were things that we really didn't have to say. But we know, we felt, and that meant a lot to me. So I'm going to miss you, I aloha everything that you do, sorry. Good luck, and thank you for everything that you've done. Sorry, I wasn't going to do that, sorry. CHR KANUHA: Thank you, Ms. David. Ms. Eoff. MS. EOFF: I'm going to brave it, but thanks a lot for starting to cry. But Danny, I totally am feeling what Maile is saying about having Hawaiians on the County Council. People that would represent the host cultural here through you, and Dru, Page 24 Hawaii County Council-55 December 5, 2016 and Maile. Well, really all of us. But to have that be a presence is so important, I've always believed that. And I think that's the best way to get things done in our County is to have this representation, so I just wanted to thank you for stepping up. And I know it's hard sometimes there's conflicts between governments, and the legality of governments and all of that. But you know, you handled all that with so much dignity and pride, that you know, it's an honor to be here with you. What your mother said, you know, the pride that she feels and your family does for carrying on a tradition of being involved in politics in your community. That's amazing and really commendable. I hope to see you a lot, and whatever role you play in the community in the near future or in the future. You know, I'm happy to know you, and to be able to stay in touch with you and your family. Mahalo Danny. And good luck in everything you endeavor. CHR KANUHA: Mr. Chung. MR. CHUNG: Well, thank you. Well Danny, you know, I guess the one word that comes to mind when I think of Danny, even if it's in understated way, he's just a real fighter. He's got this fighters heart. You know, the only person I can think of that kind of matches him in that regard is, you know, a former colleague of mine Dominic Yagong. Kind of same characteristics in that regard. You know, like Val brought up that whole thing with the task force, you declared to all of us you're not going to fail. And you didn't, even when we're in the back thinking how can he do this in, you know, three months, right. There was doubt I have to admit, but you came through Danny. And you know, like now I'm speaking to all three of you. Why I really admire you guys, besides sharing the same basic values. But for me personally, I liked that you guys were real energetic go getters. You know, because it's kind of a ging and yang. I like to think about things a lot, and maybe that's bad, but you guys really were able to balance, you know, a more cerebral kind of way at looking at stuff Because you guys just go and you guys grab something by the horns, and you guys are moving forward. And I really, really, like that about all three of you guys, you know. And we're going to miss all three of you folks for that reason. Danny, to me two years is just not enough. You just didn't have the time to really show your stuff You were beginning to do it, you know, Mass Transit, we know that's something that was really near and dear to your heart. But two years is just not enough to make that big difference, but you did provide the emphasis though, and it's going to happen. And just like with Greggor and his park down in Paradise Park, we're not going to forget the efforts that you guys put forth. Of course it's a collaborative thing, it started before, you know, with your predecessor. And it's going to probably end with people who come after you guys. But your place in all of this will not be forgotten. And I will make sure of Page 25 Hawaii County Council-55 December 5, 2016 that, and I'm sure the other members of this Council will make sure of that too. So thank you very much, Danny, you know, the testimony that was given for the two of you, all true. What a sendoff, great working with you Danny. CHR KANUHA: Thanks, Aaron. Anybody else? You know, sometimes it's hard to understand people, we're good at understanding people and how we operate. And with Danny, you know, sometimes it might come off as harsh to certain people's minds. But it's not harsh. You get to know him, it's passion. So I see the passion every single time I talk to you, everything that we're dealing with. And you know, like I said, it might not communicate very well, but you can feel the mana coming through. And it's all because you care about this community, you know, it's your home. It's always going to be your home. I feel that. That's how I got to know you. And it really is an honor to have served with you this past couple of years. And again, you know, you're going to be here for a long time, so that community service isn't going to end here. And spent a lot of time talking about Margaret at the last Council meeting. But again, I'm going to open it up for discussion, because I think everybody wants to hear from you guys. Ms. Poindexter. MS. POINDEXTER: I was fortunate enough to share a district with Margaret, because I had half of Waimea. So we spent a lot of time together at community meetings up in Waimea as well. But I appreciate her for all the hard work, she had a newsletter going out, she was really good with communicating with her constituents. That I have to say everybody talks about, you know, the work that she did and being able to communicate with them through her newsletter and attending all those meetings. You know, she wasn't afraid of introducing controversial legislation. That was Margaret. Margaret took the bull by the horn sometimes, and forced us to get out of our box as well. So I just want to mahalo her, and I actually learned a lot from her. You know, we have different styles of working. She comes across very abrasive and strong. But that's her style, and everybody knows that. But she does have a good heart, and the love. Actually a lot of love for our `aina. And you could tell by the legislation that she was introducing and trying to put forward. So I appreciate her and I'm going to miss her, but I know she's going to be around. She will be around, she lives here, and she loves Hawaii Island. Thank you. CHR KANUHA: Thank you. Mr. Eagan. MR. ILAGAN: I got a chance to say what I wanted to say to Margaret last Council meeting. So I know she knows how I feel, and I just want to thank Margaret for her service for the community. Thank you. CHR KANUHA: Ms. David. MS. DAVID: Mahalo, Chair. Likewise, I think what Ms. Poindexter had shared with us about Margaret, she was a very aggressive Legislator that truly had her community at heart. And I respect her for that. I think the discussions that she had made this Council engage in was very rewarding, sometimes not successful. But in the interim during those discussions, I think we all learned something. And for her she was so passionate about this island and her community, so I respect her for that. And I wasn't there at the last meeting, because I had a family emergency but I didn't express my aloha to her. But when she watches this, Margaret I really respect you and I aloha you and I wish you all the luck. I look forward to hearing your testimony in this next Council, which I'm sure you're going to be here. And we'll be seeing her, I know we'll be seeing Margaret. Mahalo again, aloha. I did have a chance to express my mahalo to Margaret at the last Council meeting, but one thing that happened between then and now is somebody came up to me and asked me who's going to be that voice on the Council? Because Margaret was always the voice for the environment, and she was very, very passionate about a lot of issues that had to do with protecting our natural resources and the environment. So I just said to that person that I think we all learned from Margaret how important those things are to our community, and I think all of us would be her voice and be able to represent that better now, because of Margaret's bravery and stepping out and always advocating even when it was tough. So I'd just like to assure those people who are wondering who will be that voice, and also to Margaret for always being that. So that's about all I wanted to say, to add to what we've all thanked her for when she was here last time. CHR KANUHA: Mr. Onishi. MR. ONISHL Thank you, Mr. Chair. You know, as I mentioned before, everybody has their own personal agenda. And you know, when I first met Margaret, well not really met her, but I used to see her and she used to testify at almost every Council or Committee meeting. She would come from Waimea, she'd do at the site. I always just think who is this lady? I mean she comes every single time, and she always talks about different topics on the agenda, this and that. But then when I got to meet her, and what was great is that, as I mentioned, when we had that farewell was that this was the lady that I put in the most proposed legislation. But also a woman that also—you know, like I said I used to think she had this personal agenda, but she didn't. She would listen to our discussions and then she would withdraw her proposals. Or she would also postpone it for a long period of time, so we could get that discussions and then she withdraws, right. But that was great, because then I found out—but she wasn't always a person like—she cared about the community, also the environment also for the island. But she also could compromise. If she knew that legislation was not good, she would let it go. Where I've seen other Council Members, no, they keep on pushing, pushing, pushing, right. So that's one thing I've got to give her credit, and that was great about working with her because then we could reason with her. You know, we've seen other Council Members where we couldn't reason with them, right. It was just one way or the highway kind of thing, right. That's what I have to say about her, is that she was great. I guess she's going have to one day maybe run again and see what happens. But I wish her luck, and also to her daughter. Hopefully everything works out. Thank you. Page 28 Hawaii County Council-55 December 5, 2016 CHR KANUHA: Thanks, Mr. Onishi. Mr. Chung. MR. CHUNG: Thank you, Mr. Chairman. You know, as he stated earlier we had all said our goodbye's to Margaret the last time, two weeks ago. But since everybody's talking and in light of what I said earlier, that you know, if I don't have anything good to say about a person I not going say anything. I figured I better say something less my silence be misconstrued for some kind of negative view towards her. Because I really do like Margaret Wille. When I first got here, you know, I was kind of leery about her. I have to admit I didn't really have a good impression of her, because I didn't know her. But I've told her on many occasions, and I said it the last time. That lady has a clean heart, a really, really clean heart. She does what she does because it's based on what she believes. And we can all respect that. What I kind of liked about her is that, and I said it before, is that she really took us out of our personal comfort zones. And that's always a good thing, you know, you continue to improve that way. Very uncomfortable, and it made us do a lot of things which I felt were unnecessary actually. But still, all in all it was motivated by good intentions, and that's all anyone can really ask of a person. You know, Maile talked about being with her compadres over there, with Danny and Greggor. But I cannot imagine you guys having as much fun as Fresh, Margaret, and I on this side. Because we would have so many side comments while you guys were talking, and it was just a load of laughs I got to tell you, because of the differences in ideologies But yet we're able to rap, because you know, it's just guys talking. We had a lot of fun yeah, Fresh with her. But I really wish her the best. CHR KANUHA: Thank you. Anybody else? Mr. Paleka. MR. PALEKA: Yeah, I want to add, you know, it was really good getting to know Margaret. And we did express our alohas last Council meeting, but I've got to say talk about getting out of your comfort zone. You know, I don't think it was too much of us getting out of our comfort zone. It was just we would kind of agree on certain things. But to different extremes, you know. I know she deeply cares about our `aina, which we all do. But she's not afraid to stand up and support certain segments of our community when it comes specifically GMO (Genetically Modified Organisms) issues. We would agree in certain areas, but in the overall picture it kind of seems to get kind of gray, but not really when you think about it. We all do care about our it's just the way you look at it, and the perspectives I think when you're looking at certain issues of that. It was interesting to work with Margaret, and it was really good to work with her on the taskforce. I really appreciate her standing up for Page 29 Hawaii County Council-55 December 5, 2016 what some might shy away from. You know, it takes a lot courage to do that. Margaret, I wish you all the best, and I hope you're having a good time up in Seasons Greetings, and we'll see you again I'm sure. Alright, aloha. CHR KANUHA: Thank you, Danny.
